Stefan Ali was driving around the corner from Victoria Parade onto Stinson Drive in front of Tiko's Restaurant when he was stopped by Police and told NOT to make a noise because the self-appointed Prime Minister was entertaining Chinese officials inside the restaurant. When Ali remarked "Shit he can park illegally and if the people did that they would be jailed", he was dragged out of the car, locked up for 18 hours and brought to court in hand-cuffs for "mouthing a slur against the Prime Minister in a public place". Of course, by this time the SEO’s report had already confirmed that 8143 and 8194 were malpractice candidates. They are also Applicants in this Judicial Review Application.” At paragraph 3 to 5 of the Affidavit of Rajesh Lal in Reply sworn on 13 August 2013 and in response to paragraph 34 of Dr Brij Lal’s Affidavit he states as follows: "I have discussed with my son Nathaneal the allegations that Dr Lal has made about him at paragraph 26 and 34. He has been also had a few incidents around women in his UN missions but he is definitely in a position to be the next commander. Intelligence also confirms that he has had a few stand offs with the current Commander and PM in 2011 but those issues were solved almost instantly. Despite his full time career Col. Mosese total command and control in the army is still questionable. He has been the commissioner of prisons and the Commissioner of police in recent years after 2006, although his leadership in the two forces has felt a few questions marks. After termination of his recent contract, he has returned to the army but still serving his outstanding leave. With his experience he is one of the best candidates for the next commander but there are a few question marks on his leadership and Bainimarama’s trust of him with the amount of swearing he got as commissioner of police according to his bodyguards leaves a question mark on his chances. Status: Health: No current issues; Education: Post Graduate Diploma in Strategic management; Rank: Field Promotion (ceremonial Brdg. General UN); International Clearances: US Department of State: Flagged; Australia: Active / Request Four: Commodore Esala Teleni Cmdr. Teleni was the acting commander in 2006 when the army carried out a coup and his link with Bainimarama as fellow navy men go a long way. In confidence this guy is most educated and dangerous of all. He has served in UN, as army commander, Commissioner of Police and now he is the key man in linking the Chinese aid to Fiji to support Bainimarama government to fund his government and run election campaigns. Trained well in diplomacy and strategic management, he still has Bainimarama's confidence in running his international image with the Chinese despite being pushed out of country in 2011 after his differences with the attorney general. Currently serving as Ambassador to China, he is still on army payroll and his term will expire in Feb 2014, and he is due back in country in Feb 2014. This man makes another possible candidate for the next commander of the army. The Ministry of Education permanent secretary Dr Brij Lal used to work under this man. They are good buddies. Bri Lal reportedly introduced him to Bainimarama and now Padayachi is going around doing campaigning for the dictator. Padayachi, a former school teacher, obtained his law degree a few years ago, on retirement. He is currently Vice President of TISI Sangam national branch and is allegedly using his position to get non-South Indians transferred from Sangam schools through Brij Lal. Padayachi is also maternal uncle of regime judge Justice Daniel Goundar. "The Fiji Rugby Union had earlier announced that full details of the sponsorships will be announced today [Friday] however it postponed the announcement of the new rugby sponsors to an undisclosed date with no reason given for the delay." Fijivillage News SOURCES in the Corrections Department are claiming that the convicted SUNCOURT Hardware director Dhansukh Lal Bhikha is running shops in Naboro, Lautoka and Suva prisons. Bhikha, they claim, is treated as special prisoner who works full time in the Naboro shop with no supervision and he sleeps in separate quarters where he enjoys unsupervised visits from his wife. The business he is operating used to be the Co-operative store for officers but he has turned it into a mini super market. The funds do not go to revenue but supposedly to staff welfare fund controlled by the Commissioner Lieutenant-Colonel Ifereimi Vasu. Furthermore, the financial statements of the business is not being checked or audited. Vasu has recently opened a shop in his village in Kadavu set up by Bhikha and goods are being transported to the boat by Prison trucks. Last Christmas, prisoner Bhikha hosted Prison staff to a party in Naboro where he entertained officers and their spouses to drunken stupor. In 2011 Bhikha was jailed for four and half years and is eligible for parole after serving three and half years. The former Agriculture Ministry principal accounts officer Suliasi Sorovakatini was sentenced to five years imprisonment with a non-parole period of four years. The two were found guilty of three counts of official corruption.
