If you are under the patronage of the Dictator of Fiji as a family, friend or crony then circumventing rules and procedures is a minor matter. The Dictator's word is the law. All he has to do is put in a phone call and the party on the other side ( usually someone he has installed and owes his position to him) will do his bidding regardless of the rules.

You of course mean Prime Minister's Office "dictated" that the extra-mural payment be made to convicted Agriculture Scam PS Kunatuba.
Remember the Dictator of Fiji is still sitting in the Prime Minister's Office.
The fact that Frank Bainimarama dictated that the payment be made to this crook is evidence that he was not overly concerned about the corruption of the Qarase Government. That was a very convenient excuse for him. To project himself as Mr Clean who wanted to "clean up" corruption in the country and win the support of many well meaning citizens who fell for his ploy. The reality of course was that he just wanted to get rid of the Qarase gang so that he could install himself and his cronies in power. He has succeeded in doing that. We can all see that. And we can also see that corruption is alive and well in the "new Fiji" he has built.

A case of blind justice…

It was Justice Shameem’s decision which JAILED this scumbag Peniasi Kunatuba. It should be read in its entirety to understand how this scumbag committed ‘wide-spread fraud’ (agriculturescam) to defraud some of the ‘poorest of the poorest’ people in Fiji – the Girmit Center Refugees.

It was this money which was allocated for the compensation of these victims - of severe Human Rights Abuse – nine families had lost –everything- in arson, in the politically motivated violence following the 2000 GS attempted coup. The refugee camp also had victims of lootings, beatings and rape.

The present President, can be seen (on video) promising the refugees, at the Girmit Center their due compensation. But he was LYING! He is a Shameless LIAR of a President – now what RESPECT can we give to a LIAR??

Madam Shameem, if you are reading this in Geneva, then you must appreciate the irony of the Justice – the criminal (Kunatuba) now gets compensated!!
-the victims get NOTHING- and the name of their political party ‘Fiji First Party” gets STOLEN by now world famous “intellectual Property Thieves (CHORS)” - Bainimarama and Aiyaz!

Now what RESPECT do we accord this CHOR PM and this CHOR Minister of Finance??

Madam Shameem do not be surprised if the Human Rights case of the Girmit Center Refugees (and as well as their Naam Chori Story – and the saga of the unilaterally COMPOSED and IMPOSED 2013 Constitution) comes knocking on your door in Geneva – Soon!

Maybe RFMF supported the agriculture scam to support the GS coup's success to vote buying by RFMF installed Qarase's interim govt to win support as it was them that initally abbrogated the 1997 Constitution and appealed againt the judgement at the Appeal Hearing but lost.

They supported Qarase in this case, and said Mahen cannot return as PM, and elections was called. Agriculture Scam excellerated thereafter and Qarase campaigned with vote buying asking people to vote him with 75% majority so he could amend the constitution to put Indians in permanent opposition.

Again after the 2009 ruling, they abbrogated the constitution and went vote buying like Kunatuba. So repeat pattern appears why Kunatuba is rewarded as he might have been asked to offer similar campaign startegy for Fiji First Party!
