The Standing Committee did not want Dr John Fatiaki but the chairman of the Rotuma Council to make the submission but the Rotumans refused to oblige. "Imagine! If their mission was to promote the Bills (Mr Pillay & Veena Bhatnagar) appear to be doing that then they should have learnt a bit of the custom & tradition. The 3 Fijian males showed understanding of the cultural & customary concerns. That came across very clear."
The Rotumans also told the visiting Committee members to take their controversial Rotuma Bill and Rotuman Lands Bill away; Bainimarama had promised to withdraw the Bills but Khaiyum pressed on with them

Aiyaz Khaiyum also neither acknowledged nor replied to letters sent to him, as far back as 2015. He was informed in no uncertain terms in a letter in June 2015:

The By-Laws will be a snooper's charter, creating snitches (spies) in villages. And his demand that villagers must have a home before tying the marital knot is rank hypocrisy and violates right to family life

Not every native Fijian villager can afford to build, not to mention, extend his house, like Khaiyum did, on joining the 2006 treasonous coupists

Still on RABUKA! Aiyaz Khaiyum is extending what Rabuka and his own coupists tried to impose on native Fijians in their 1990 Constitution of Fiji, prompting the NFP-FLP Coalition, led by the late Dr Timoci Bavadra, to warn the late Asesela Ravuvu led Constitution Review Commission:

"In another radical departure the draft constitution proposes a narrower definition of Fijians. Fijians who are to elect their own members are to be registered in the Vola ni Kawa Bula and a strict test for eligibility is proposed. This will make it more difficult for Fijians, vis-a-vis the other races, to become qualified to elect their members of Parliament through Vola ni Kawa Bula membership. Many Fijians who would normally qualify under the present provisions would become ineligible. The requirement for Fijians to vote within their provincial boundaries/constituencies means that they would have no voice in the elections of members representing the constituencies in which they live. This has serious implications for those Fijians who have left their home villages to reside permanently elsewhere. It would discriminate particularly against urban Fijians who see their interests as inextricably related to opportunities available in urban areas. With the availability of rapid educational advancement and growing economic opportunities the tendency for Fijians to leave their traditional homes will grow. Not only will this system inhibit initiative initiative and enterprise, but it tends to discourage the development of the party system to which Fijians have become accustomed and which is essential for the development of a healthy democratic system."

Now, Aiyaz Khaiyum and Frank Bainimarama are attempting the reverse, with their thoroughly unacceptable Village By-Laws

This man introduced the coup culture in Fiji, sowed racial, religious, ethnic, and tribal divisions. He destroyed the chiefly system by becoming the chairman of the Great Council of Chiefs, stripping chieftaincy of the magic and mana of respect. He made the Methodists into racist monsters. He destroyed the military and the police force, and other institutions. In 1970, it was the Indo-Fijian political leaders who during the constitutional talks in London had suggested that the chiefs should be given veto power in the Senate over land, culture, tradition bills. Yet, in 1987, Rabuka did not spare them with his violence and guns. It is wrong to blame Khaiyum only. No right-thinking native Fijian and non-Fijian should contemplate VOTING for SODELPA, as long as Rabuka is the leader and next Prime Minister in-waiting. Moral conscience, alone, dictates his rejection to lead a major political party, into election. Surely, there are other worthy contenders to lead SODELPA into the political battle, free of tainted history? Last, but not the least, the last political party Rabuka led was in 1999, and he lost and was ordered to resign as party leader - he disappeared into political oblivion, and with him millions of dollars to the collapsed National Bank of Fiji; his political compatriot Jai Ram Reddy disappeared to the International Court of Justice

Fijileaks: Subarmani "George" Goundar had claimed to Fiji Times in March 2014 that he was in “Canada for more than five weeks to seal the deal on the third vessel,” which was “bought for $3 million”. Strange, the vessel was ONLY listed for abrupt sale and one day viewing in April 2015. On 9 September 2015 Goundar told Fiji media that he finally sealed the deal on Friday 4 September to buy the Chilliwack. He said the negotiations over the acquisition took about two years. The BCF spokeswoman Deborah Marshall said in a recent statement that the Queen of Chilliwack was sold to N&J Mechanical Distributors Ltd of Vancouver B.C., who subsequently sold the vessel to Goundar Shipping of Fiji in September 2015. In August 2015 Bainimarama inspected it with Goundar. Did Bainimarama travel to Canada in August on a private visit to give his seal of approval?
Or did his FFP government financially chip in?

* The Queen of Chilliwack, after a $15million upgrade, was expected to be retired in 2016 or later;
* In March 2014, a story in the Fiji Times stated that George Goundar, managing director of Goundar Shipping Ltd, a former long-serving employee of B.C. Ferries, was in “Canada for more than five weeks to seal the deal on the third vessel,” which was “bought for $3 million” ($C1.8 million); it was to sail to “Fiji from Canada” after amendments to Fiji’s maritime laws came into effect;
* However, B.C. Ferries spokeswoman Deborah Marshall said in a recent interview that the Queen of Chilliwack wasn’t sold to Goundar Shipping until September 2015; later confirmed by Goundar; however, he didn't state that he bought it off N&J Mechanical Distributors Ltd of Vancouver B.C;
* On 14 January 2016 BCF issued a press release stating the following:
(a) BC Ferries conducted a competitive bid process related to the sale of the Queen of Chilliwack;
(b) BC Ferries posted a Request for Expressions of Interest on the company’s website in April 2015 to attract bidders;
(c) Six previously identified interested parties were also contacted to advise them that the ship was for sale;
(d) Two potential bidders attended a vessel viewing and BC Ferries received two compliant bids in May 2015;
(e) The bids were competitive with each other and BC Ferries evaluated the bids, which stipulated the company’s preference to sell the vessel for ongoing trade;
(f) The vessel was ultimately sold to N&J Mechanical Distributors Ltd of Vancouver B.C., who subsequently sold the vessel to Goundar Shipping of Fiji in September 2015;
(g) BC Ferries cannot disclose the price the company received for the Queen of Chilliwack, as three other ferries will be retired soon and offered for sale. The company needs to protect the competitive bid processes for those sales and maximize the price received for those ships.
Fijileaks: So, it is clear that Goundar did not buy it off BCF nor he had bought the Queen of Chilliwack for $3million in March 2014, as he boasted to the Fiji Times. When Bainimarama visited Canada and was inspecting the vessel, was it owned by N&J Mechanical Distributors Ltd, Vancouver B.C, who subsequently sold it to Goundar in September 2015?
* In January 2016 the FFP government amended the Ships Registration Act 2015. The Bill to amend the Ships Registration Act 2014 was passed in Parliament on November 20, 2015 (two months after BCF claims Goundar purchased the Chilliwack); amendment gave room for Goundar to purchase the 38-year Queen of Chilliwack for $3million; the old Bill had prevented ship owners from registering ships that were over 20 years old; Goundar had written to Bainimarama to change the old Bill;
* In August 2015 Bainimarama visited Canada and along with Goundar inspected the Queen of Chilliwack (a month later, in September, sold to Goundar); and now renamed Lomaiviti Princess III; see below Frank Bainimarama and wife Mary inspecting Queen of Chilliwack with Goundar
