PARA 72, p12, of the Manual of Cabinet Procedure relating to "Absence from Fiji or from Duty" says that Ministers who wish to be absent from Fiji or to absent themselves from their duties must, before being so absent, obtain permission from the Prime Minister. Application for leave of absence from his/her duties or for permission to leave Fiji should be submitted through the Secreatry to the Cabinet. The application should be accompanied by a recommendation regarding the responsibilities of the Minister’s portfolio during the absence. As a matter of courtesy, Ministers whose absence from Fiji has been approved by the PM should inform the President. Rosy Akbar, by all accounts, is the most liberal Indo-Fijian Muslim but it looks like she went off the rails and turned Padarath's question into political football the moment snoopers trawling social media saw SODELPA MP Lynda Tabuya tagged to Padarath's Facebook account questioning the education policy regarding bearded students. And, the comatose Raj, suddenly woke up to join the fray, asking Padarath to "WAKE UP". Raj hoped that those politicians that Padarath has so approvingly tagged [Tabuya] in the shameful social media post can remind him of this changing reality even if they do not have the temerity to openly speak out against him because it may not be politically convenient. Surely, there are liberal Indo-Fijian Muslim parents who must be very worried if this Head Boy is also not pushing his version of Islam onto their children? We don't see a problem with this lad granted "religious exceptionalism" to grow his beard but we also expect Education Minister Rosy Akbar to clarify what is their policy on BEARDED STUDENTS coming to school. Padarath's only crime, if there is one, was to ask the legitimate question on his personal FACEBOOK account. He has now counter reported Rosy Akbar to Police and has explained to FBC News:

We call on the highly moralizing Education Minister ROSY AKBAR to report Meli Bainimarama to Fiji Police for corrupting the minds of Fijian students and demeaning his female sexual partners by exposing their identities in those porn movies. These videos have the potential for inciting the rape of our female students in schools, villages, and university campuses.

The EU statement says it has added FIJI to the list as the country has harmful preferential tax laws. It says Fiji also is not a member of the global forum on transparency and exchange of information for tax purposes. Fiji has not signed and ratified the convention on mutual administrative assistance as amended. The statement points out that Fiji has not resolved these issues yet for the last three years when it was first blacklisted for non-cooperative jurisdictions for tax purposes. The EU list of non-cooperative jurisdictions for tax purposes is a tool to tackle:
tax fraud or evasion; illegal non-payment or under payment of tax;
tax avoidance; use of legal means to minimise tax liability; money laundering; concealment of origins of illegally obtained money

For a foreign PAKISTANI who came to ANZ Fiji in 2013 on a work permit, to become a citizen of Fiji by naturalisation, he must be lawfully present in Fiji for a total of 5 out of 10 years immediately before filing the application to Fiji's Minister for Immigration, FRANK BAINIMARAMA. Put simply, he would only qualify to apply after 10 years of arriving in Fiji, then only the 5 years of 'living' in Fiji begins to be calculated. Every time that he was absent from Fiji within that period is considered to be not living in Fiji. He needs a total of 5 years living in Fiji, not a continous 5 years, within the first 10 years. Below is the so-called 'Mahmood Khan Report' and his thirty-three allegations:

DUAL CITIZENSHIP - A SAIL FROM ACROSS THE SEAS:
In July 2009, the Interim Bainimarama-Khaiyum regime approved dual citizenship, with Aiyaz Khaiyum claiming that several former Fiji citizens wanted to continue to have an attachment with their country of birth, and this new decree would give them the right. All one had to do was pay $3,000 in fee. One wonders whether the move had more sinister motives, to allow those who for decades had made new lives and fortunes overseas, to return to Fiji and become the illegal regime's spies, choir boys, and enforcers. One most high profile is Mahmood Khan, who on retirement, returned to Fiji in 2016. He is Aiyaz Sayed Khaiyum's UNCLE. But instead of enjoying his retirement, he suddenly began popping up on various statutory boards. A Public Service Commission profile notes: "Mahmood presently services as a Director of the Pacific Fishing Company Pte Ltd and Fiji Revenue &Amp; Customs Services and a member of the Council of the University of the South Pacific. He also chairs the Audit and Risk Committees of all three Boards. He retains a number of positions as consultant with entities in New Zealand."

In recent months he has shot to fame after he compiled a Report against USP VCP Professor Pal Ahluwalia, resulting in his nephew holding back Fiji's $37million grant to USP.  Last week, before he "disappeared" from Fiji, Aiyaz Khaiyum stated in Parliament that the FFP government’s grant to USP will only be released once the USP Council accepts their request to have an independent investigation on the report made by the Chair of the USP Audit and Risk Committee Mahmood Khan. Khaiyum said they have requested for an independent body to look into the number of anomalies under Professor Pal Ahluwalia that were raised by Khan in his report but the request was not approved by the USP Council. BLACKMAIL? What are the 30 plus allegations in the "Khan Report?" Some were very cunningly put out by Fiji Sun, without the paper disclosing that they are in the 'Khan Report'. 'All these allegations have been gathered from well placed USP sources'. They were spiced up with photographs of the individuals by the Fiji Sun.
