THE Lautoka Magistrates Court has set October 17 as the hearing date for Local Government Minister Parveen Kumar who is charged with one count causing death by dangerous driving.

Mr Kumar's lawyer Shalend Krishna asked for a 2016 date because he was engaged in other High Court proceedings but an official from the Director of Public Prosecutions office said an earlier date was necessary.

Because of the court's busy and set schedule, both parties agreed on October 17. Mr Kumar's charge is related to the death of Teidamu resident Puna Chand in 2013.

"[Ganesh] Chand having the FNU Decree 2010 amended with the assistance of Filipe Bole (as Minister of Education and FNU Chancellor) by inserting s46A. This amendment provided that the tax exemption granted to the Fiji National Training Council (FNTC) under s17 of the Income Tax Act was deemed to be applicable to FNU. The upshot of this amendment was that whilst FNU made some $14m profit in the financial year 31/12/13 (even after the $7m bad debts write off), it did not pay the Government of Fiji any tax on such profit but Chand made a windfall since his remuneration package became linked to FNU’s bottom line profit. The major beneficiary of s46A amendment was Ganesh Chand.

STATEMENT OF ANDREW MOTI SINGH

13. I came to work as Manager Finance Project (MFP) at FNU from Australia following my decision to return to Fiji temporarily and contribute to its economic development. I initially approached the Fiji Embassy in Sydney following Fiji Government’s change to its citizenship policy. I was advised that based on my qualifications and experience, there may be employment opportunities in the public sector. I recall making inquiries with Ganesh Chand, the Vice Chancellor of FNU who asked me to email him my CV which I did during 2010. Mr Chand is a close friend of my brother Vijay Singh of Melbourne and my friend Vijay Narayan of NZ.


14. Mr Chand then asked me to visit him to discuss any suitable roles for me. In June 2010 I met Mr Chand and Narendra Prasad (FNU’s Finance and Human Resources Director) at Mr Chand’s office in Nasinu. Mr Chand advised me that FNU would soon be advertising for the role of MFP which I should apply. Mr Prasad was supposed to send me the details of the role and the application procedure following the job advertisement. I recall Mr Prasad sending me only the job description for the role.

15. On or about 15/11/13 I was phone interviewed for the MFP role. Mr Prasad chaired the panel. I did not complete any FNU application form, nor address any selection criteria or sent any covering letter. I was later offered the role and signed my employment contract on 31/1/14. FNU later obtained work permit for me. I officially started my role on 7/7/14.

16. The job description of my role is wide ranging, but may be summarised as follows:
 Providing and interpreting financial information;
 Business modelling and forecasting;
 Monitoring performance and efficiency;
 Analysing change and conducting risk assessments;
 Strategic planning and devising business plans;
 Preparing financials and reconciling balance sheet items;
 Monitoring cash flows;
 Leading or working on projects;
 Take responsibility for overall financial management;
 Liaise and negotiate funding with donors;
 Ensuring compliance with corporate governance, laws and regulations;
 Ensuring all finances properly managed (including credit control);
 Advise the Director Finance on appropriate matters.

Details of corruption and abuse of office at FNU


17. By letter and supporting evidence dated 15/9/14 I provided FICAC with eight (8) examples of corruption and abuse of public office at FNU committed by (or at the direction of) two of its senior officials namely Ganesh Chand (Vice Chancellor) and Narendra Prasad (Consultant Director of Finance and Director of Human Resources).

18. FICAC’s reference number to my complaint is 06471/2014.

19. Following interview on 3/10/14 by FICAC officials, by email dated 6/10/14 I provided names of fourteen (14) FNU employees/council members who all have been complicit in the corruption and abuse of office.

20. These include:

21.1 Writing off some $7m as bad debt in FNU’s annual financial statements for the year ended 31/12/13 despite my objections and without seeking prior approval of the Minister of Finance as required by the provisions of the Financial Management Act 2004 and in direct breach of s146 of the 2013 Constitution. Included in this write off appears to be the credit card debts of Chand/Prasad owe FNU that I mentioned in my initial complaint.

21.2 Creation of three Senior Manager Finance positions specifically for Shalend Anand, Saira Permal and Tavenisiga Togifa without any needs analysis for such roles, without any approval from the HR Committee, without proper compliance with policies and without merit assessment. These positions appear to be rewards to these 3 staff for being loyal to Chand/Prasad.

21.3 Purchase of Navua Farm by Chand without council approval for $1.5m contrary to independent professional opinion of FNU’s then Financial Controller Munish Malik. Following Malik’s dispute with Chand that he did not have the legal mandate to purchase the farm and/or dispute about the value of the Farm, Chand summarily dismissed Malik (after obtaining legal advice from Howards Lawyers for $4,000).

2.5 The conduct of council members Arvind Maharaj and Uday Sen, colluding with Chand/Prasad and obstructing me to expose Chand/Prasad’s corrupt conduct and abuse of office. I have already forwarded the email to Uwate Butiniseva of FICAC that I wrote to Maharaj and copied to Sen. In this email I provided some information of abuse and corruption after Maharaj specifically asked me for such information. I later found out that both Maharaj and Sen provided the information to Chand who then used it to summarily dismiss me on 19/9/14, despite me having resigned from FNU on 20/8/14. Both Maharaj/Chand have been complicit with Chand/Prasad corruption since they have been council members in return for financial kickbacks by Chand (see details in my email of 6/10/14).

2.6 Unlawful or improper use of FNU funds by Chand to bring defamation proceedings against the media and FNU staff. These cases include Chand v Fiji Times [2011] FJSC 8/4/11 and Chand v Chand. In the former, Chand appealed against the decision of the High Court and later the Court of Appeal after both these courts ruled that the words published by the Times did not constitute defamation. The Supreme Court dismissed Chand’s appeal. Chand paid his lawyers for the Supreme Court appeal from the FNU funds, when the matter had nothing to do with FNU business. Similarly, the latter case, Chand sued FNU employee Pushp Chand who had made complaint of corruption against him to the PM‘s Office and FICAC. Chand funded this litigation through FNU monies, when the litigation was personal to him. He then pocketed the damages that were granted against the defendant in the matter.

2.7 Chand “forging” the signature of Professor Ian Rouse (Dean of the College of Medicine) to appoint a Litia Makutu for a position during August 2012 despite Professor Rouse earlier expressing serious concerns to Prasad (as director HR) that Ms Makutu was not the ideal candidate on the merits. Professor Rouse then wrote to Chand on 13/8/12 reiterating his concerns and requested the case be referred to the FNU’s HR subcommittee (copy letter on my file) for an independent review. He was rebuffed by Chand. It later transpired that Ms Makutu was a relative of Filipe Bole – the core reason why Chand/Prasad appointed her.

2.8 Chand interfering with FNU investigations into sexual harassment of female students and staff at FNU Labasa Campus. During September 2012 a female student emailed the details of the sexual harassment allegedly committed by Pradeep Lal to the PM’s Office which referred it to Chand. Chand supressed all the investigations and later derailed any attempts by Police to revive the case. The alleged Pradeep Lal is Chand’s brother. 2.9 A scandal at FNU Meteorological School by a parent of a student is brought to the attention of the PM’s Office during September 2012. The matter is referred from PM’s Office to the Office of Education Minister Filipe Bole. On 5/9/12 Bole write’s to Chand in the following terms – “Ganesh – give me something firm to appease this parent and probably several others”. It later transpired that the person at the centre of the scandal Miss Priya Singh was Chand’s mistress. Copy of student email and Bole’s file note on my file.

2.10 On 23/4/12 a petition by some 42 FNU students was sent to the PM’s Office, seeking an urgent investigation into corruption and abuse of power at FNU’s National Training & Productivity Centre (NTCP). On 2/8/12 the PS to the PM’s Office sent the petition to the PS for Ministry of Education Brij Lal (a FNU council member) seeking full investigation into the matter and a report. Lal passed the matter to Chand on 7/8/12. Chand flipped it over to Filipe Bole. Nothing happened. Details of the correspondence is on my file.

OPINION: Prasad’s ‘Skirt Journalism’ Sexist And Defamatory

Biman Prasad’s attempt to link Fiji Sun’s managing editor news Jyoti Pratibha to skirt journalism is outrageously sexist and defamatory.


It’s probably the reason why this below-the belt reference was deleted from his article published in The Fiji Times yesterday.

Mr Prasad’s comments in response to a critical editorial by Ms Pratibha last Wednesday nevertheless were sent to more than one email address.

The National Federation Party MP and leader said skirt journalism was given new meaning via Ms Pratibha’s Editorial Comment. He implies that Ms Pratibha is linked to skirt journalism.

This is untrue, uncalled for and unbecoming of someone who likes to portray himself as a learned leader. The term “skirt journalism” in Fiji is commonly understood to refer to sexual liaison between female journalists and male news sources.

It came to the fore several years back. Two women journalists from The Fiji Times, the newspaper Mr Prasad has been speaking favourably about in Parliament and outside, were involved in a major controversy relating to this.

Ms Pratibha has never stooped so low. It’s an insult to her intelligence and integrity to be dragged by Mr Prasad into gutter politics like this. It typifies the male chauvinistic attitude common amongst some who still see women as sex objects and subservient to men.

Mr Prasad needs to retract that skirt journalism statement and apologise to Ms Pratibha. His lengthy statement, received Friday afternoon, is being referred to our lawyers tomorrow.

Fijileaks: A commentator has brought to our notice that Professor Biman Prasad had referred to another article as 'skirt journalism'; the commentator wants to know why no legal action was threatened against Professor Prasad's Letter to the Editor, Fiji Sun, May 19, 2015?:

A controversy over a sexual liaison between Fiji prime Minister Sitiveni Rabuka and a Fiji Times journalist led to threats to deregister The Review -- the news magazine that broke the story.

IN FIJI, during March and April 1994, there was mixed reception about a controversial sex scandal cover story about Fiji Prime Minister Sitiveni Rabuka published in the monthly news magazine The Review. The reveation stunned readers; many were appalled by the fact that Rabuka preached about Christian ethics and a way of life for the country while committing adultery. 'However unsavoury the details, the story had
to be told," said The Review.

The Fiji Times reporter involved in the controversy sparked off the reports by openly discussing her brief fling with Rabuka -- and it appeared to become common knowledge.

The day after The Review hit the streets, the Daily Post ran a front-page story based on a statement supposedly issued by the Prime Minister's Office on legal action against The Review and Ratu Inoke Kubuabola. However, The Review defiantly weathered the controversy and threats to deregister the magazine. The following is a diary of the controversy compiled by The Review:

Wednesday, 16 March 1994:
Fiji Prime Minister Sitiveni Rabuka's leadership was challenged barely a month after his election victory by Ratu Inoke Kubuabola, Cakaudrove member of Parliament, on the basis that the Prime Minister had offered the opposition National Federation Party a coalition partnership without consulting the Bose Levu Vakaturaga (Great Council of Chiefs) and secondly that the Prime Minister had committed adultery with a woman journalist during the Cakaudrove provincial meeting.

At a meeting of the Soqosoqo Vakavulewa Ni Taukei (SVT) caucus, Rabuka admitted the adultery accusation, saying his wife and taiatala (pastor) had both forgiven him. Rabuka, a lay preacher, was also stripped of his pastoral duties. A stormy session broke out but in the interests of party unity, the members forgave Rabuka and asked him to stay clean.

Thursday, 17 March: The scandal, which had been common knowledge for sometime was confirmed to The Review. The fact that the scandal was also confirmed unsuccessfully used as a political move to challenge Prime Minister Rabuka's leadership. After cross-checking with various sources among those at the caucus meeting, The Review compiled its April edition, leading it with the political showdown.

Wednesday, 6 April: The review came hot-off-the-press and copies were delivered and air-mailed to subscribers.

Thursday, 7 April: The magazine hit the newsstands in the capital, Suva, promoted by the Daily Post's front page story reporting that Prime Minister Rabuka would sue The Review and Kubuabola. The SVT issued a four-point statement confirming the story indirectly by condemning the 'leakage' of what it called confidential information, signed by party secretary-general Dr Filimone Wainiqolo.

Friday, 8 April: Information Minister Ratu Josefa Dimuri [a onetime Fiji Times journalist] slammed the Post front-page story saying the statement to the Post from the Prime Minister's Office was unauthorised. Dimuri told the Post that the SVT appreciated the Prime Minister's sincerity and openness in the way he handled the matter and the party had rallied to support him. Kubuabola was also reported in the same story as saying he wasn't worried and that he would tell all if he was taken to court by Rabuka.

Saturday, 9 April:
The Fiji Times first mentioned the controversy by quoting Information Minister Dimuri.

Monday, 11 April: The Fiji Times beat up the Post's Friday front-page story with the headline SVT LEAK A LIE and reported Dimuri as saying that if he had the power he would deregister The Review over its sources. The minister added he would push for a review of the Media Registration Act. The story drew condemnation from news media organisations.

Tuesday, 12 April: Opposition Leader Jai Ram Reddy described Dimuris threat in the Times as 'disturbing, frightening and extreme'. All National Congress MP David Pickering, Labour Party leader Mahendra Chaudhry and Fijian Association party chairman Josevata Kamikamica also condemned Dimuri's threats.

Wednesday, 13 April:
Dimuri issued a statement saying that Rabuka had offered to quit as Prime Minister in March after the accusations of adultery were made. 'The Prime Minister told Ratu Inoke that he would not deny the accusation of adultery,' Dimuri said. Kubuabola countered that Dimuri's statement contained inaccuracies and claimed it was designed to
discredit him [Kubuabola].

Thursday, 14 April: The SVT, two Independents and the General Voters Party members supported the Budget in its second reading with 37 votes to defeat the Opposition. A pleased Rabuka told the Times that the scandal had been resolved and put to rest.

Friday, 15 April:
The Budget was adopted.

Tuesday, 19 April:
The weekly Weekender hit the streets, citing 'national security reasons' for not publishing the previous week. It was going to implicate Rabuka further, the paper said. Sunday, 24 April: Weekender publisher Jo Nata was arrested and charged with criminal trespass. [The Weekender named the woman at the centre of the affair in its delayed April 15 issue as Fiji Times reporter Wainikiti Waqa.

The weekly reported: Wainikiti continued working with the Fiji Times despite an obvious breach of ethics. 'Skirt journalism' is regarded with contempt by the journalism fraternity outside Fiji. The Fiji Times is unabe to take any action unless Wainikiti is named as a woman journalist referred to in The Review disclosure. Rabuka later confirmed that the woman concerned was Wainikiti. Wainikiti neither confirmed nor denied that she was having an affair with the Prime Minister. The liaison with Rabuka occurred at Caukadrove Provincial Council meeting on 13 October 1993. Wainikiti was in Taveuni to cover the meeting for the Fiji Times].

    3 July 2015: Reema Gokal to Renee Lal:

"Renee,
In March 2007 you sold my grandfather's house for $330,000. This money was put into your Trust Account. In August 2012 my mum and I made our very first trip to Fiji to demand [from] you for our trust funds.

We asked you to provide receipts of payments made to Ravi and what was left for me. You said yes to providing the above but as time went by you did not show us anything at all. You even told my mum at your office that over a $100,000 was left for me. You did not show it to us in writing. You had started lying to my mum as soon as we started demanding for our money. You had stole my money and you knew it and so you started telling all kinds of lies to hide that true fact. When we had meetings with you in your office you always looked very nervous and always avoided questions about our money. You never made eye contacts.

In September 22, 2012 me and mum left Fiji because you promised my mum that you would send my share of the money to India in 2 weeks. You told us that you were going to send a BANKDRAFT to India. My poor mum did not know at the time that you were a liar and that you were just bullshiting us.

As soon as we reached India your stories started to change, your behaviour became very unusual. You diverted our phone calls. Whenever my mum asked you to send our money you started making excuses and telling lies. For example, im in hospital, im going to NZ, but most of all im very busy today. You always said "Yes dont worry im making arrangements to send your money to India." You told us lies and lies all throughout 2013. You never sent our money. You even played around with our banker Ritesh Patel and told him many times that you were sending money to my account.

Ritesh told my mother that you were just cheating us and doing fraud. You sent emails to Ritesh and made fake phone calls. BUT AT THE END HE REALISED THAT YOU WERE A CHEATER AND THAT YOU HAD STOLEN OUR MONEY. HE UNDERSTOOD YOUR GAMES and explained everything to me and my mother.

In 2013 we started verbally abusing you because we knew that you were never giving our money. We were suffering so badly without money but you just did not bother. We called you so many times but you always diverted your phone. The whole of 2013 me and Ravi threatened you and verbally abused you very very badly but still you did not return our money.

You made a deed of settlement in Feb 2013 but it was all fraud. There was no mention about my money. The amount was not written in your deed and we did not understand all your rubbish as well. My mother became very upset and we were very helpless. YOU COMPLETELY STOPPED COMMUNICATING WITH ME AND MUM BY THE END OF 2013 AND THE WHOLE OF 2014.

In November 2014 me and my mum made our second trip to Fiji to demand [from] you for our money. Our community people in India had paid for our tickets and living expenses. You gave us a horrible time during this trip. You refused to see us at your office. The staff lied to us and always said that you were in meetings but u were just hiding inside your office room. You made us wait outside your office till late in the evening. Once inside your office you swore at me and verbally abused me and my mum. You always called my mum a "BITCH".

You told me straight to my face that you had stolen my money and that was the truth. You said that nobody in Fiji can make u return my money. You told us that THE LPU is a weak body and they cannot do anything to you.
My mother had to threaten you many times using the police because you just did not want to talk about my money. We had to force you to see us in your office. My mother demanded that you show us in writing how much was paid out to Ravi and what remained for me but you refused to provide paperwork.

You put $100,000 owing to me in the deed without a single explanation and without providing us with any accounts. WHERE THE HELL DID U COME UP WITH THE $100,000 FROM? HOW DID U DO THIS CALCULATION? You gave us so much stress and tension and you gave $20,000 to me and again you said that u will send the $80,000 as soon as possible.

As soon as we arrived back to India in December 2014 you completely stopped communication with us and you never sent the $80,000 to India. So again in March 2015 we came to Fiji for the third time to demand for our funds. This time you just hid from us and never showed us your face. You just did not want to face us any more.

"Dear Fijileaks Editor: Well the Fiji Sun misses me. I wrote to Government in early June even before I got back from Geneva for dates for us to meet. The response I got was that Government would let me know. Am still waiting and there is no word from Government. I am not going to be running after them for a meeting. If you go into our FTUC website I have issued a statement last Friday, which Fiji Sun has not published,  stating the FTUC position. Yet they say I am being quiet. Insofar as the report to the ILO goes, Government prepared a report which was factually incorrect and had omissions. I refused to sign the report until amendments were made. Government refused and decided it would submit the report on its own with Employers signing on. I was left with no option but to submit a separate report. Government underestimated its decision to submit its own report and Fiji Sun is now blaming me for a separate report. It was Government's decision to submit its own report despite an agreement to submit a joint report. You will note that the FTUC position is very clear on the issue: http://ftuc.org/".

Minister Inia Seruiratu says the research facility is important for government as development is driven by research.

He says the facility has lost some of its skilled staff and the Ministry is looking for people to take up the vacant posts.

’’We need vet officers, we need pathologists, we need plant breeders, animal breeders, chemists, and there is a lot that we need in here. We hope that people will be enticed to come and contribute and of course have a career in agriculture.”

Seruiratu says the Ministry is also sending out staff on short term and long term courses to upgrade their skills to cater for the loss. Source FBC News

What about the Project Paper?  When PS Agriculture Ropate Ligairi asked the chief economist to get the Project Paper containing the details about the farm, the project paper suddenly disappeared. In 2009, Apisai Ucuboi, then Deputy PS transferred Ligairi out of the then Fiji College of Agriculture (FCA) to PAO Northern. This after being allegedly pressured by Unaisi Waibuta, who was the Senior Lecturer at FCA. It was done, according to sources, to make way for Unaisi to become the Principal of FCA.

The post of Senior Lecturer was given to her although the management board had endorsed Poasa Tabuaciri, a Master of Science graduate in Animal Science. Tabuaciri, we have been told, was so frustrated with the decision that he decided to do his Ph.D straight after that and is now a lecturer at USP, Alafua campus.

The merger of various colleges following the formation of FNU saw Unaisi, allegedly with the help of her brother, got transferred to the ministry as Senior Research Officer - Livestock. This position shouldn't have been given to her because she does not have any qualification on livestock or research for that matter, claim ministry insiders. She again applied for the post of Principal Research Officer - Livestock and got it after the then Minister Joketani Cokanasiga overturned the management board decision that EronI Tamani was the best candidate. Tamani was really frustated and went on AWOL to Australia. He returned to Fiji and lectured at FNU and is now back as PRO -Livestock.

As PRO-Livestock she brought down the livestock research to its knee. She was then given the Director Crop Extension post, assisted by  her husband Uraia Waibuta, who was then the Deputy PS. Sources claim that many of the Waibutas' relatives are now working in the Ministry - kai vata appointments. They say all these was achieved through another character - Apisai Ucuboi - the former  
Deputy Permanent Secretary Ministry of Agriculture - the brother of Unaisi Waibuta.

Rumors have circulated that Paula Tuione has been promised a Principal post in the Ministry as a TOKEN OF APPRECIATION. The Chief Economist, Ilimeleki Kaiyanuyanu, is now demoted because he continued to decline orders by A/PS Uraia Waibuta for his son to be given a senior position in the Economic Division. Jone Volau, it is believed, has  now replaced the demoted Kaiyanuyanu, because he was the one tasked by Uraia Waibuta to ensure the promotion of his son and they both hail from Rewa. Agriculture Scam is still rife. Welcome to the new "Animal Farm"!

Public Petition for Parliament’s Consideration That the Government Review and Rescind its Decision to Transform Nadroga / Navosa Provincial High School into a Technical College

BACKGROUND

Government’s Policy on Establishment of Technical Colleges in Fiji


·         The Ministry of Education has begun its reforms of Fiji’s tertiary technical education system with the establishment of ten technical colleges around the country in 2016.

·         This new initiative has received an allocation of $7 million to begin work in 2015 and envisaged to improve the quality of technical education in Fiji and to promoting it as an attractive alternative to university study. Government has so far established two technical colleges, one in the North and the other in Nadi.

·         Recently, the Nadroga Provincial Council has indicated the Nadroga/Navosa Provincial High School located in Cuvu, Nadroga will now become a registered technical college as per alignment with Government’s policy on technical colleges.

·         The decision to convert the Nadroga / Navosa Provincial High School into a technical college was made without thorough consultation with impacted stakeholders who are – the parents of students of the school, the students and current teachers, the villagers of Nadroga/Navosa and the faith – based organizations that have provided support to the school over the years.

What will this Change Mean for Nadroga/Navosa Provincial High School:

·         Of critical concern is that this significant change will greatly impact the way of life of indigenous Fijians who have relied on the school for their education needs. Present students are used to the environment, culture, and way of life at the school and will find it hard to adjust to any forced change let alone a new school environment.

·         Majority of the students are from the very remote parts of the Nadroga/Navosa province who experience economic hardships. Faith based organizations currently support parents with the educational needs of students at the school. This support will be foregone if the school is transformed into a technical college and current students have to attend other schools further from the area.

·         Approximately 50-60 student’s board at the school and such significant change will be difficult to adjust to with the risk that this change will result in some of the current students falling out of the education system altogether.

·         Parents will have to pay more to send their children a new school which will further strain finances.

·         Presently, the Ministry of Education has only said it will find schools for the current students.  This is causing great uncertainty with parents, the students, the teachers, and the villagers of Nadroga/Navosa as there is a lack of clarity from the Government and the Ministry of Education as to what will happen next.

WHAT WE ARE ASKING FOR: "We the undersigned, strongly disagree with Governments plan to convert Nadroga/Navosa High School into a technical college. We hereby, petition the Parliament of Fiji to direct, according to relevant powers within the Standing Orders, that a relevant committee review the decision to transform Nadroga/Navosa High School into a technical college with the possibility of calling for Government to rescind its decision in this regard.

We would also like the following clarifications to be provided -

·         What is the basis or criteria’s used to select schools/institutions to be used as technical colleges;

·         Where will the 10 technical colleges be located and will these also be located in the maritime islands;

·         What is the socio-economic impact of such change to families and communities impacted by the Ministry’s decision;

·         Who pays for fees of students attending the technical colleges;

·         What is the planned technical college intake per year and will the students be sourced entirely from the Nadroga/Navosa area?

200 movies for Fiji Film Festival

Over 200 movies will be shown to celebrate the week long Fiji Film Festival which starts this Friday.


FNU’s Acting Vice Chancellor Professor Ian Rouse says the event will be a milestone achievement for FNU.

“Clearly as a university we are encouraging young people to dream of becoming film makers, it’s a fantastic career.”

Some of FBC’s local television shows which will be screened include For the Record, Just Kids, Cyclone Warriors and Wasea Basha.

Movies will be screened in different FNU theaters and Damodar Cinemas around the country.

The Fiji Film Festival starts on Friday at the FNU, Raiwai Campus in Suva. Source: FBC
