First it was Bill Clinton. Now former Fiji coup leader Sitiveni Rabuka has a confession or two to make about other women.
In Auckland to promote his new biography, Rabuka of Fiji, the 51-year-old defeated as Prime Minister last year fronted up about his personal indiscretions: "I have admitted I'm no angel ... I have been weak in those areas," he said.
The book, written by Australian academic John Sharpham, refers to General Rabuka's womanising before and during his marriage to Suluweti Tuiloma.
He fathered three children to two different women in the early 1970s after he had begun dating his future wife.
He was also caught with a succession of young women in his quarters during officer training.
The book also covers a scandal dubbed the "Kama Sutra" episode shortly before last year's elections, linking General Rabuka to a young woman golfer in the changing rooms at the Fiji Golf Club.
He publicly denied the changing-room incident, but the biography says "he almost seemed not to care that the relationship had become public."
General Rabuka would not comment further yesterday, but said he had owed it to the Fijian people to be frank, and also to set the record straight on "manufactured affairs."
The general said his problem with women was something he had to constantly combat.
He had considered divorce but his wife would not hear of it, and they were now going to a relationship counsellor.
"I think she probably took me for granted, and I took her for granted."
Like the United States President, General Rabuka hoped his affairs would serve as a warning to others: "People who want to be future leaders should steer clear of the path that I went."
He said the indiscretions had cost him politically, particularly in support lost to the new Christian Democratic Alliance party, which had split the Fijian vote.
In Fiji, some people had criticised the personal revelations as unnecessarily disruptive for the other women involved, particularly since the mothers of his other children are named.
But General Rabuka said that for any biography to be complete, it had to include personal and social influences.
After a promotional tour of Australia and New Zealand, General Rabuka will face a writ when he returns home next week.
Fijian President Ratu Sir Kamisese Mara has taken legal action over the book's claim that General Rabuka told him of a possible military coup to overthrow Dr Timoci Bavadra's Indian-influenced coalition Government in May 1987.
General Rabuka maintained yesterday that he had mentioned the coup option to Ratu Mara during golf two weeks before the coup, and believed he had the tacit support of the-then Opposition leader.
General Rabuka, who left politics after last year's election defeat, has not ruled out a return in 2004.
In the meantime, he has controversially advocated emigration as a way of easing racial tensions between Fijians and Indians.
He believes there will be an outflow of Indians as land leases revert to Fijian control over the next few years.
He does not see the possibility of another coup.
But he said indigenous Fijians dissatisfied with the new Government, which is led by the country's first Indian Prime Minister (Mahendra Chaudhry), had largely themselves to blame for vote-splitting last year.

Mr Rabuka who has attended prayer breakfasts with US Presidents in the past said this one was no different from the last two, except that he had grown older.
He was among the VIP’s selected to fellowship in a private room into which Mr Obama was to have attended for a short meeting before the breakfast.
Unfortunately, Mr Obama’s pre-breakfast schedule that morning was so tight that he did not have time. So they saw and heard him in the main Breakfast Hall.
“This one (prayer breakfast) was not different from the other two, except that I am now older and have had the good fortune to observe our own political changes in the ten years that I have been out of government and used my experiences in government and after leadership to pass on to other world leaders present my insight into world leadership problems, solutions and commonalities,” said Mr Rabuka.
Mr Rabuka had attended one during President Bill Clinton’s time.
He also featured in former President George Bush’s first Prayer Breakfast, six days after being declared winner of the elections by the Supreme Court.
The event is usually hosted by Congress on the first Thursday of every year.
“I have featured in all the three I attended. During my visit at Bush’s first, I was invited to be a Dinner Speaker, and on this last visit I was invited to be the last of the closing dinner speakers,” he said.
“I have always been impressed with the sincere and frank exchanges on the world leaders’ faith and how possible it is to come together in spite of our political opposition to others.”
Mr Rabuka was accompanied by his wife Sulueti, Colonel Ilaisa Kacisolomone and his wife, and Keni Dakuidreketi.
He said he also asked the Joint Congressional and Senate Committee to invite two of his former PM’s Office staff members, Aliti Cagica and Torika Uluiviti.
The National Prayer Breakfast is a yearly event held in Washington, D.C., usually on the first Thursday in February. The event—which is actually a series of meetings, luncheons, and dinners—has taken place since 1953 and has been held at least since the 1980s at the Washington Hilton on Connecticut Avenue NW. The National Prayer Breakfast, held in the Hilton's International Ballroom, is yearly attended by some 3,500 guests, including international invitees from over 100 countries. It is hosted by members of the United States Congress and is organized on their behalf by The Fellowship Foundation, a Christian organization.

Dr Singh survived to tell his tale, but many Indo-Fijian mothers suffered miscarriages, and never saw their unborns grow up in Fiji.

Rabuka's 1987 Terror regime: A WARNING
The first casualty was the media when Mr Rabuka launched his coup on 14 May 1987. In an editorial on 15 May, the old Fiji Sun asked: “What right has a third-ranking officer to attack the scared institutions of Parliament? To presume he knows how best this country shall be governed for the good of all? The answer is: NONE. The people must decide their own future: not self-promoting dictators and not a Council appointed by and presided over by Lieutenant-Colonel Rabuka. But was he encouraged by others to act? And if so, who were they?”
We now know who they were, and many of those are still around, in positions of influence and authority. Most of them were prominent paramount chiefs, civil servants, church leaders, lawyers, magistrates, judges, and fallen politicians. They were indigenous Fijians, some of whom, and their offspring, are today hiding from the military in a great game of hide and seek following the 5 December coup. The former governor-general and Mr Rabuka’s paramount chief Ratu Sir Penaia Ganilau, made it easier for Mr Rabuka to crush civil disobedience by warning that the civilian-cum military regime would not hesitate to use emergency powers it had under martial law.
On 15 May 1987, shortly after the Fiji Sun editorial, the Ministry of Information directed the Fiji Times and Fiji Sun to cease publication. The RFMF occupied Radio Fiji. The same day armed soldiers’ ejected staff of both the two newspapers from their offices, and foreign journalists were questioned by the RFMF. In a sickening spectacle, the raid on the Times office was led by one of its own reporters and army reservist E.T. Volavola in full combat gear carrying a rifle and backed up by a squad of troops.
Mr Rabuka announced a Council of Ministers (COM), which was dominated by ex-Alliance Party Ministers (including Ratu Mara who had lost the election to Dr Timoci Bavadra). Mr Rabuka said his military regime was in full control and the people had accepted the coup, and called on the international community to recognize his regime. He said he had abrogated the Constitution and the regime would govern Fiji by decree. He brushed aside the demands of the Council of Churches “in the name of Christianity” to release the MPs he had kidnapped and was holding as hostages, and “surrender to the sovereign authority of the land”, and restore “our duly elected government”.
He instead moved into deposed Prime Minister Dr Bavadra’s office. But when the Fiji Sun questioned Mr Rabuka’s right to occupy high office, he threw the general manager and one of the directors, who was also President of the Fiji Law Society, in the same prison cell as that occupied by Dr Bavadra. The Sun was singled out for severe maltreatment. Sadly, most of the harassment and intimidation was carried out against the Indo-Fijian journalists, for after all, Mr Rabuka had executed the coup to give Fijians the control of Fiji.
Some Fijian journalists, therefore, switched sides, and became Mr Rabuka’s propagandists, reporting on their Indo-Fijian colleagues and their families. In the end, the Fiji Times agreed to operate under partial military censorship, while the old Fiji Sun was forced to cease operations in the country after it published allegations that Mr Rabuka had bought a house in Suva favoured by wealthy Indo-Fijians and expatriates, on a 100% mortgage from a prominent Alliance politician. In the end, some of Fiji’s best Indo-Fijian journalists were forced to emigrate or seek political asylum abroad. Some of us were not only on Mr Rabuka’s hit list but even had our passports confiscated, ending up overnight from being citizens to wandering international refugees.
The next group that Mr Rabuka and his cronies targeted were his political opponents. Shortly before the coup the taukeists firebombed the law offices of Jai Ram Reddy, now an International Criminal Court judge. The late Sir Vijay Singh was detained and his passport seized, prompting him to ask: “What kind of normalcy is [Ganilau] thinking about when things like this happen.”
Dr Bavadra’s spokesman and current Suva lawyer Richard Naidu was arrested and detained on different occasions. He was chased and beaten up by Taukeists, and finally had his Fiji nationality revoked, and ordered to leave the country for New Zealand. Another legal adviser of Dr Bavadra, John Cameron, had his work permit withdrawn after he filed civil suit against dissolution of Parliament, and had also filed claim with the Supreme Court on behalf of a client harassed by the RFMF, seeking a declaration that State of Emergency and 1987 Emergency Regulations were unconstitutional.
Among judges arrested included Justices Kishore Govind and Rooney, including Chief Magistrate Howard Morrison. Even the Police Commissioner, an Indo-Fijian Pramesh Raman, whose job Mr Rabuka had applied a week before the coup, was taken into custody. Several Indo-Fijian lawyers and academics were also taken into custody, mostly on legal advice of some Fijian lawyers.
Although the vast majority of victims were Indo-Fijians, some prominent Fijians like Amelia Rokotuivanua and Dr Steven Ratuva came in for rough treatment. The two were “lectured” by Lieutenant Pio Wong on how to be “true Fijians” and Dr Ratuva had spells in detention, and at one point the military allegedly tried to poison him with the prepared food it had brought to his house. In 1986 he had claimed in a paper that the RFMF’s only function lay in internal repression or as a conduit for chiefly advancement. He had also suggested that “intermarriages between the sons and daughters of chiefs (including the chiefly officers in the army) helps to consolidate the chiefly comprador clique which ensures the perpetuation of nepotism and inequality in Fijian society”.
On 25 September Mr Rabuka carried out his second coup. Violence and intimidation was encouraged, and a group of escaped prisoners were escorted by the military to march to the Government House to demand pardons. When the GCC refused to recognise Mr Rabuka as president, he declared Fiji a republic, declared himself the head of state and no longer recognised the GCC as such. However, on 5 December he agreed to hand over power to the new President Ratu Penaia and the Prime Minister Ratu Mara. Mr Rabuka took charge of Home Affairs, the CJ returned to the bench, Sailosi Kepa was recalled as High Commissioner from London to take over as Minister for Justice and A-G, and Berenado Vunibobo became Minister of Trade and Commerce.
Dr Bavadra retorted: “It is a military government in a civilian cloak.”
The international community resumed trade and diplomatic links with Fiji. Australia conferred Mr Rabuka legitimacy by announcing that it was recognizing Fiji as a state rather than the government of Fiji. Ratu Penaia granted Mr Rabuka and his close circle of oppressors, questionable amnesty, and the Fijians introduced apartheid against the Indo-Fijians. Ratu Penaia also formally signed new Internal Security Decree, giving army power to shoot to kill anyone found with illegal arms that resisted arrests.
As Minister for Internal Security, Mr Rabuka had extraordinary range of powers, which violated international standards of human rights, including the detention of any person for two years; order restriction of movement, freedom of expression, employment, residence or activity; prohibit the printing, publication, sale, issue, circulation or possession of any written material, and prohibit its communication through word of mouth etc.
And yet Mr Rabuka was free to publish his book “No Other Way”. But no criticism of his book was permitted, and one USP Indo-Fijian lecturer who dared to criticise it, was detained and severely beaten up. My own critical counter-book Fiji: Coups in Paradise was banished from the bookshelves of Fiji. As Mr Rabuka plunged the economy into a decline, he was offered $50,000 from an Australian publishing company as a retainer for his book and a TV documentary. The RFMF, commenting on brief detentions and harassment said, “Due to the current conditions everyone is suspect until proven innocent”. Mr Rabuka went on to become the Prime Minister and chairman of the Great Council of Chiefs on the bandwagon of nationalist and racist ideology, an ideology which Commodore Bainimarama claims he wants to stamp out once and for all.
If that is so, let us hope that he will not follow in the footsteps of Mr Rabuka, for many of my own family members still bear the scars of Mr Rabuka’s storm troopers on their chests, and so do many other citizens from the 1987 and 2000 coups.
The Indo-Fijians, in 1987, were beaten, forced to stand in sewage pools, and subjected to other forms of humiliating punishments.
The vast majority of Fijians remained silent to the oppression and racism in their midst. In fact, many joined in its continuation for the next ten years. But freedom, as former military strongman Mr Rabuka found out only very recently (after he was successfully defended by the President of the Fiji Law Society, Mr Sharma, on inciting mutiny), is a cherished and inviolable right.

UPHOLDING TREASON: By agreeing to grant Rabuka IMMUNITY for treason, rape, beatings, expulsion and disenfranchisement of Indo-Fijians, Reddy betrayed his people, and now NFP leader BIMAN PRASAD is continuing the TREACHERY that was inflicted on the Indo-Fijians in the
1997 Constitution of Fiji. Reddy's appearance before the discredited Great Council of Chiefs - Chiefs who also committed TREASON against the late Queen - was nothing but play acting on behalf of Rabuka. What right Reddy had to go and prostrate before the chiefs and beg for us to live in Fiji - when it was (and is our birthright) to rule Fiji with other races? Now, Prasad has surrendered that right, declaring that he will ONLY become deputy PM in a government led by RABUKA.
It is our duty, to protect girmitiya legacy, to KICK him out
WHITE FLAG: Reddy called on us to fight for FIJI but abandoned us by linking up with the RACIST TREASONIST. One of the most illustrious sons of Fiji was the late Ratu Mosese Tuisawau, who begged us:
"Give us the weapons, and we will try and stop the bogus RACIST THUG RABUKA who has committed TREASON against the Queen and is bringing in one of the most draconian decrees, Fundamental Freedom Decree 12, 1987."
This Decree 12 gave the Fiji military forces:
(1) a licence to KILL in the line of duty: a member of the armed forces would effectively be immune from prosecution if he killed while making an arrest or preventing escape, suppressing a riot or insurrection, or defending a person or property from violence.
(2) There were provisions concerning the restraint of movement and the suspension of the right of freedom of expression, private correspondence and opinions in respect of the political activity.
(3) All political, industrical (strike) and dissident activity was outlawed and the Fiji Civil Service purged of Indo-Fijians at senior levels.
(3) In religious matters, Christianity was given 'the foremost place' and it was 'the duty of the military government of Fiji to protect and foster Christianity' - for Hindus and Muslims were pagans in Rabuka's eyes who MUST be converted to Christianity, otherwise, Fiji would become a pagan island in the South Pacific.
*SADLY, we notice another political rat and trade unionist FELIX ANTHONY, a leading opposition hero, now secretly in bed with Sitiveni Rabuka and Biman Prasad. Necessity breeds political whores in Fiji.
In the trial of our own Editor-in-Chief, the late Ratu Meli Vesikula, one of the co-founders of Rabuka's the dreaded i-Taukei Movement, had provided the following hand-written letter written and dated 21 September 1987, prior to the infamous Naboro break-out and Coup (Kuttu) Two. Rabuka and his military and police henchmen had conspired to take no action in respect of arson, looting, rape and assault of the Indo-Fijians and Dr Timoci Bavadra's Coalition supporters.

* A special meeting was held on Monday evening and plans were drawn up. Taukei movement leaders and prominent members took part. Release the Naboro prisoners but first of all light the complex on fire. Get whatever tools available from prison storeroom to fight and attack with. To be done on Tuesday night 22.9.87 after tea.
1. The earlier the better to enable one group of prisoners to escape inland and hide or try making their way to the Suva area. One group of prisoners to protest to Governor-General. Wait until dawn. Show themselves to security forces. Their demands must be met or else. Prison officers supporting movement to release them. Let them march to Governor-General and also see Rabuka.
2. Night raids and attacks to begin on Wednesday 23.9.87 (mass killing) target Indian community and Bavdra supporters. Prisoners to be supported by gangs at Raiwai, Delainavesi, Samabula, Kinoya and Naboro. Must be combined effort. Names mentioned Bavadra, Kalou, Navuso, Tavai, Naidu, Siwatibau (Reserve Bank) main targets.
3. The talks held in Deuba to carry on and to approve everything about a caretaker government but when this caretaker government comes into operation sometime next week, more riots and unrest should take place to enable another coup to take place. Excuse is that this caretaker government cannot control the whole situation. No help to be given. Four hours only to be given for the short ruling of the caretaker government.
4. 29.9.87 make another lovo and protest to the Governor-General over court case. If Bavadra wins, club him and his supporters and put them into the lovo.
5. This weekend more trouble to take place.
6. 2,000 people from Cakaudrove, Bua and Macuata to come to Suva to be present during the court case on 29.9.87. They prepare a lovo to put Coalition supporters in.
7. Another coup to take place - overthrow of Governor-General, shoot Bavadra, Epeli Nailatikau and Coalition supporters.
8. Fiji is to be under military regime until 10.10.87 when the country will be declared a republic.
9. All seats to be Fijians, other races not to be given power and decision-making.
10. Indian schools' next target of attacks. Observation and stories from the security forces heard soldiers helping terrorists; also they have been helping throw petrol bombs at buildings although pretending to protect the public. (Friday incident also Saturday night 12.9.87).
11. Soldiers and Taukei movement working hand in hand. There is evidence - overheard a police officer saying let them do it. Friday's riot.
12. Not all soldiers, Westerners and other supporters in the army are merely carrying out our orders but may revolt if they are forced to shoot their own relatives and 'kai vata'. These soldiers and policemen are just working for their bread and butter. Inside there is bitter feeling against Rabuka.
13. Everything happening now is being backed by the Taukei movement leaders who have encouraged youths and ex-criminals.
There is evidence that some soldiers and policemen already knew before what would happen on Saturday night 12. 9. 87 and Friday 18.9.87.
On Sunday evening 7.30 p.m.. 20.9.87 Rabuka went to the Central Police Station cell and had a private audience with five to eight members of those who were to appear in court on Monday morning 21.9.87 (arsonists).
He took them cigarettes and gave them. He had a secret discussion with them. Only him alone, no other member of the security force was to be with them. He ordered the arsonists to be released for a few hours that evening. He apparently entertained them and also briefed them. Please, I hope you won't reveal my identity. We pity Bavadra, Navuso, Nailatikau etc. We are trying to help them. Please take care.
SHIFTING BLAME: Many years later, Rabuka claimed that it was his Chief-of Staff Lt-Colonel JIM SANDAY who had persuaded him to carry out the coup and commit TREASON against the late Queen on 14 May 1987. Sanday denied Rabuka's allegations who had claimed that he (Sanday) had told Rabuka:
'I can't carry out the coup because I am Kai Loma.'
It was Rabuka and Reddy who betrayed us in the 1997 Constitution of Fiji
On 14 May 1987, Rabuka committed treason against the late Queen Elizabeth 11 of England and Fiji but escaped the death penalty.
On 19 May, he was resigned to face the gallows, as he boasted:
‘The penalty for treason in all Commonwealth countries is death, and if this is to be my destiny, I will accept it.’
But on the same day, he managed to extract a questionable pardon, or immunity, from his paramount chief and Governor-General, Ratu Sir Penaia Ganilau, who, on 23 May, confirmed that he had granted
Rabuka an amnesty. He turned Fiji into a 'Banana Republic'.
Later, the late JAI RAM REDDY, NFP leader endorsed Rabuka's TREASON in the 1997 Constitution, by agreeing to IMMUNITY, and now another Hindu 'Arkarti', NFP leader BIMAN PRASAD is trying to make the same THUG Fiji's Prime Minister, in a coalition pact allegedly drafted by a so-called lawyer RICHARD NAIDU preaching about rule of law

The respected House of Windsor and the royal family has had a long and lasting connection with Fiji, and indeed many of our own NFP party elders, met and engaged with members of the royal family whenever national celebrations occurred, to welcome them to Fiji.
