RABUKA ON COI REPORT, 'Not Over Yet'. NEXT, must be Chief Justice Salesi TEMO, cited allegedly for Lying Under Oath, the Obstruction of Justice in Malimali's arrest on 5 September, and 'shutting all court doors'

*The then acting Chief Justice Temo is accused of closing the Registry and refusing Puleiwai's application to have Malimali produced in court on the afternoon of 5 September 2024.
*Puleiwai had corresponded with Prime Minister Rabuka, the President, JSC chairman Salesi Temo, and A-G Graham Leung, urging them to suspend Malimali's appointment until her legal team completed their investigation. If Malimali was cleared of any wrongdoing, FICAC staff, including Puleiwai, would support her as their new Commissioner. However, if the legal team found sufficient evidence to charge Malimali, Puleiwai intended to proceed with the charges.

*The legal advice was to arrest, interview under caution, charge, and present Barbara Malimali before the court on the afternoon of 5 September.

*Ficac's Fugitives: Biman Prasad was also facing Salesi Temo's court that day - a raft of ten charges.

*Malimali had disapproved of Ana Mataiciwa's appointment as the SOE.
*She had written to Rabuka to consider appointing Graham Leung as the Supervisor of Elections and Mataiciwa as his Deputy.​

*The sacked Attorney-General Graham Leung had been recommended by Barbara Malimali, the ECF Chair, to replace Ana Mataiciwa as SOE. Leung was interviewed but withdrew after he was exposed as a candidate.
*As Attorney-General, Leung endorsed Malimali's appointment as new FICAC Commissioner, informing the COI that he based his decision on the recommendation of the five Electoral Commissioners, led by lawyer and former Senator, Dr Atu Emberson-Bain.
​Leung: "I explained to the Acting Chief Justice that faced with the views of five prominent citizens whose credibility I did not doubt against those of a well-known anti-government blogger, I preferred to rely on the endorsement of the Electoral Commissioners. I told the Acting Chief Justice that in light of this development, there was no rational basis upon which I could object to or delay the Judicial Services Commission proceeding to confirm the appointment of Ms Barbara Malimali as Commissioner for the Fiji Independent Commission Against Corruption."
