AGRICULTURE SCAM RIFE - OAG Report 2013 inspected U2 Farming Enterprise - It turns out PS Agriculture and Rewa Provincial Council chairman Uraia Waibuta and wife (Unaisi)-U2-behind scam!

Locality Field Officer lied to auditors about name of the owner (Ledua) and got promoted by PS Agriculture Waibuta

In January 2013 the auditors from the Office of the Auditor-General visited U2 Farming Enterprise's farm to assess how the farm was doing under the Government's agriculture assistance programme. It was doing well but there was something wrong when it came to the question of ownership.

According to the detail contained in the Project Proposal that was prepared by Siliva Dranikamate, the Locality Field Officer, the farm belonged to one Salakabu Ledua of Lot 2, Nakatoa, Kubu, Tailevu. Ledua was not on the farm. A Fijileaks investigation has found that Dranikamate had made up the name to protect the real owners of U2 - Uraia Waibuta and his wife Unaisi - hence the name U2 Enterprises. The auditors, however, saw one Saimoni Waituba on the farm, and he confessed to them that the farm belonged to the Waibuta family.


This Saimoni Waibuta is the acting Ministry of Agriculture permanent secretary's son. Sources inside the Agriculture Ministry say Uraia Waibuta is also trying to promote Saimoni up at the Economic Planning Division of the Ministry of Agriculture.

The locality officer mentioned, Silipa Dranikamate, after lying to the auditors got promoted to Agricultural Technical Officer last year and this year he was given a quarters at Koronivia, a "big vinaka" from the "U2 Couple - Uraia and Unaisi.) Dranikamate allegedly is only a diploma graduate. Many with degrees are complaining of being by-passed for the job.

What about the Project Paper?  When PS Agriculture Ropate Ligairi asked the chief economist to get the Project Paper containing the details about the farm, the project paper suddenly disappeared. In 2009, Apisai Ucuboi, then Deputy PS transferred Ligairi out of the then Fiji College of Agriculture (FCA) to PAO Northern. This after being allegedly pressured by Unaisi Waibuta, who was the Senior Lecturer at FCA. It was done, according to sources, to make way for Unaisi to become the Principal of FCA.

The post of Senior Lecturer was given to her although the management board had endorsed Poasa Tabuaciri, a Master of Science graduate in Animal Science. Tabuaciri, we have been told, was so frustrated with the decision that he decided to do his Ph.D straight after that and is now a lecturer at USP, Alafua campus.

The merger of various colleges following the formation of FNU saw Unaisi, allegedly with the help of her brother, got transferred to the ministry as Senior Research Officer - Livestock. This position shouldn't have been given to her because she does not have any qualification on livestock or research for that matter, claim ministry insiders. She again applied for the post of Principal Research Officer - Livestock and got it after the then Minister Joketani Cokanasiga overturned the management board decision that EronI Tamani was the best candidate. Tamani was really frustated and went on AWOL to Australia. He returned to Fiji and lectured at FNU and is now back as PRO -Livestock.

As PRO-Livestock she brought down the livestock research to its knee. She was then given the Director Crop Extension post, assisted by  her husband Uraia Waibuta, who was then the Deputy PS. Sources claim that many of the Waibutas' relatives are now working in the Ministry - kai vata appointments. They say all these was achieved through another character - Apisai Ucuboi - the former  
Deputy Permanent Secretary Ministry of Agriculture - the brother of Unaisi Waibuta.

Rumors have circulated that Paula Tuione has been promised a Principal post in the Ministry as a TOKEN OF APPRECIATION. The Chief Economist, Ilimeleki Kaiyanuyanu, is now demoted because he continued to decline orders by A/PS Uraia Waibuta for his son to be given a senior position in the Economic Division. Jone Volau, it is believed, has  now replaced the demoted Kaiyanuyanu, because he was the one tasked by Uraia Waibuta to ensure the promotion of his son and they both hail from Rewa. Agriculture Scam is still rife. Welcome to the new "Animal Farm"!

I got Masters in Business Administration and Masters in Governance yet i was by passed for a junior Admin level post for someone who did not even have an under graduate Diploma....scam like this will always be part of public service recruitment unless and until recruitment is outsourced to PWC, Ernst, KPMG etc

I am pretty convinced that coup was only successful because thugs made lot of noise Bai kum good government and visibility of road development was bribe to people of fiji. They equally to be blamed. Now this regime is going to fall soon if only we have effective opposition. Again opposition is a people with defunct and malfunction organs.

So this is the "clean up" the Bainimarama coup did when it deposed the Qarase government for its Agriculture Scam.
So the agriculture scam under Qarase was not acceptable but it's perfectly ok under Bainimarama?
What a bunch of hypocrites!

The stage was set by Una's brother (Apisai - former deputy sec.). Including acting PS position, Ura got 5 promotions since 2006, kai vata. Sitiveni Rabuka achieved his objective - to promote native Fijians to all higher levels of civil service. In/around 2006, out of 6 directors (3 were Fijians of Indian origin, 1 deputy sec too.). Now, there is only 1 in principal level (I think from 14 principal position). This is kai vata at its best. Ask many FCA and CAFF graduate victims, they will tell you more of this kai vata intake.

Nepotism in public service has been around for donkeys years in fiji ; Mara clan, son-in-laws in the military, Bainimarama took this to another level from son, daughter, brothers, brother in law! Khaiyum's brother at FBC, super consultant aunty expert in dairy and casinos.... VC's at USP and FNU.. they are all leading by example, so why single people at PS level when they try to emulate their mentors... the so called gods gift to the new order of good governance.

New breed of scam, Kunatuba (convict ps) removed but the branches remained and gained confidence again to continue with the notion of building confidence in argriculture. Get rid of these scheme to stop these crooks in engaging in these areas.

this is a criminal offense and the law MUST take its course....corruptions still exist in the Agriculture Ministry and will NEVER be eradicated unless government provides stiff penalties to the offenders....isa o viti...sa levu na butako kei na vivialevu, kocokoco kei na nanumi koya vakataki koya....this person is criminal and must be taken to court to explain himself or FICA should be called in to investigate his wrong doings....isa o viti sa leko....

Corruption is now rife and maintained at peak level because a 'Corrupted Head' will always grow 'Corrupted Branches'
When it involves family, the whole 'tree' will continue to thrive until such a time as the 'Head' is chopped off. And then it will all come to pass; that once they had it all, then their own s**t drowned them all

This is obnoxious. The kai vata promotion is embarrassing and they should be ashamed of themselves. People have worked hard to get where they are and they should be recognised. The Ministry of Agriculture is suffering because of this kind of Leadership. It is like watching a clever monkey trying to eat his ice cream. He thinks he can do it exactly like a human being but however still ended up in a mess. Biasness, albeit common in government agencies but shouldn't be acceptable. This is serious offence - an abuse of power and office. I can only hope they are actually doing something to get to the bottom of this.

It is imperative to put the right people at the leadership level for the sake or transparency and democracy. My heart goes out to the hard working Ministry of Agriculture staff who are a victims this scam. Most of which I believe a NOT Waibuta and Ucuiboi's kai vatas. People with the history and vaka vanua mentality shouldn't be leading in the modern world. :-(

People with bad heart...will speak of bad things...guess what...una-apisai ucuboi kaivata...why don't u check their relatives qualifications and see for yourself whether they qualify or not?
