BLOWING 'TRUMPET' FOR LEWENI'S appointment as Chief Protocol Officer at Fiji's Foreign Affairs Ministry. Kubuabola gets approval from Bainimarama for Leweni to get job. Long-serving Civil Servants snubbed!

* Fijileaks has learned from military sources that Kubuabola went to Bainimarama asking his approval for the appointment of Major Neumi Leweni, the former 2006 post-coup military spokesman and military band master, as the new Chief of Protocol for Ministry of Foreign Affairs, to replace the acting CoP Jiko Rasoqosoqo, who was appointed in the position in May 2014

*We understand that Bainimarama has approved the appointment of Leweni as next Chief of Protocol

*One Civil Servant expressed his disappointment to us: "We in Civil Service are made to adhere to the PSC's open merit based recruitment process whereas Bainimarama and Kubuabola's cronies have free will and ride to get the top positions in Civil Service. Where is open merit based appointment here.?

"The racist Kubuabola appointed all i-Taukei to Ministry of Foreign Affairs with help of his pawn [Deputy Secretary Policy] Esala Nayasi as Principal Foreign Service Officers. Most of them who are relatives of Esala Nayasi or his friends. Kubuabola cannot accept the fact that Robin Nair is his PS and is going behind his back to remove him from being his PS. But Robin [Nair] is doing good job adhering to transparency and merit based appointments. Even he declined Joshua Tuwere's appointment as Second Secretary to New Delhi which is big slap on the face of Kubuabola."

The position is responsible to the Deputy Secretary (Operations) and provides policy advice on diplomatic obligations accorded to diplomatic missions, the diplomatic community, regional and international organizations in accordance with the Vienna Convention on Diplomatic Relations (1961) the Vienna Convention on Consular Relations (1963) and Fiji’s Diplomatic Privileges and Immunities Act (1971) in order to enhance Fiji’s international standing and strengthen its diplomatic ties.

Role of the Position:

a. Advice through the Deputy Permanent Secretary (Operations) to the Minister and Permanent Secretary on issues related to protocol, dealing with diplomatic missions and regional and international organisations based in Fiji and overseas.
b. Administer the accreditation of all diplomats based in Fiji and accord appropriate protocol facilitations and privileges. This also applies to nominated representatives of regional and international organisations located in Fiji.
c. Coordinate arrangements for presentation of credentials by diplomats to the Head of State and the Head of Government for diplomatic missions in Fiji and representatives of regional and international organisations.
d. Prepare documentation necessary for appointment of Fiji’s diplomatic staff to Missions overseas.
e. Prepare documentation and assist in programmes for the presentation of credentials by Fiji diplomats and officers overseas.
f. Coordinate and supervise preparation of official programmes for functions hosted by the Head of State or Head of Government.
g. Communicate information, advise and schedule requests for appointments of visiting officials to the Office of the President, the Prime Minister’s Office and other Ministries.
h. Maintain good working relationships between the Government, diplomatic mission based in Fiji and regional and international organisations.
i. Prepare programmes for visiting diplomats and provide liaison officers and necessary facilitation of transport, visits and appointments.
j. Assist in preparation of travel arrangements and protocol facilitation for the Head of State, Head of Government, Government Ministers and Officials when travelling overseas.

Qualification:

The candidate must possess an advanced degree in the relevant field with 2 – 3 years of service at appropriate management level. A Master’s degree in management studies is preferable;

Knowledge and Experience:

(i) Sound knowledge of global protocol requirements in the wide variety of diplomatic circumstances, clients and the Vienna Convention, and the Privileges and Immunities Act.
(ii) Knowledge and understanding of the Government’s Foreign Policy.
(iii) Experience in change management would be an advantage.
(iv) Good understanding in effective reporting systems
(v) Good understanding of performance management system
(i) Understanding and appreciation of the role of Fiji’s overseas representation, including its High Commissions and Embassies.

Skills and Abilities:

(ii) Superior organisation, Management and Supervisory skills
(iii) Superior communication skills
(iv) Excellent understanding of the planning process and program development
(v) Competence in use of information technology
(vi) Competent in Management, Monitoring and reporting of budgets and financial information
(vii) Displays interest and knowledge of role of and development of foreign policy and a sound appreciation of international relations matters.

Salary: US04 - 49,813- 59,240

If anything, this case yet again demonstrates the quality of the Fiji judiciary serviced by Tony Gates hand picked Sri Lankan garbage.

Fiji lawyers and judges should hand their heads in shame. Lets see if the purported independent DPP has the balls to seek an immediate appeal. There's only one Judge in Fiji who has the guts to handle the Bala case without any fear and favour - His Honour Justice Daniel Goundar!! Others should should learn from him.

@Garbage in n out:
It's the DPP who failed to prosecute this matter. I am not in favor of Srilanka judges n magistrates nor am I a fan of Ajit Kodaghoda types of monkies serving here in Fiji . But the fact is that The job of the Magistrates n Judges are to decide on the evidences provided to the Court. DPP failed miserably with this matter.
As far as Daniel Goundar is concerned, he is yet to decide he is willing to stay in Fiji or in Australia.

The same will be done to the vacant drivers position for our Fiji Mission office in korea. Its definately going to be handpicked or their favourite driver from foreign affairs getting the nod. It would be interesting to see.

Robin has denied a local. He got the job for supporting Bainimarama coup. As a coup sychophant the compulsory retirement doesn't apply to robin. Surely he must be 65. He look it.

I won't be surprised at the amount of military personnel outnumbering the civil servants in government posts.

It seems that one can take up postings not on merit but by connections and favoritism even if that particular person is a nobody thats never qualified for it.
