He just managed to pass on his second attempt and then went to Samoa to do his Diploma in Agriculture - massaging/bribing the lecturers to eventually get the degree...and later massaging/bribing Vijay Naidu to get the Dev[elopment] studies scholarship...You might want to look at his CV posted by the Ministry of Education.
