The offence committed by Dr. Berlin is very serious in nature and is a clear abuse of powers and office. non -availability of acquittal reports...The important point to note here is that the INTENTION of Dr Berlin was to abuse and defraud the University for his personnel gain/use even though the monetary value involved is immaterial in nature."
