Ewan Perrin: OXFORD GRADUATE? Did he FAKE his CV to get job as  Permanent Secretary for Communications and Information Technology?  His LinkedIn profile at odd with three day CIO Academy course at Oxford

In 2015, the Melbourne based human resources firm NGS Global, was commissioned to hire elite public servants "for roles at the highest echelons of the Fijian civil service as part of the Government's public sector renewal". The chairman of the Fiji Public Service Commission had said the government was embarking on "an extensive and robust campaign to recruit the most competent and meritorious candidates for the various permanent secretary positions". Perrin was appointed Permanent Secretary for Communications and Information Technology. He was sacked after 100 DAYS in the job.

In his LinkedIn profile, Perrin claims he was educated at the University of Oxford and graduated from its Said Business School's CIO Academy in 2012. A year long investigation, and our Editor-in-Chief's intimate familiarity with the Said Business School since its founding in 1996, and with many of its academics, tell a very different story about his claim. The CIO Academy was a three day course at Said Business School. In 2012, two three day courses were organized,  one from 8-11 May, and the second one from 4-7 December. We do not know which of the two Perrin had attended, for we have not been able to obtain a comment from him despite us contacting his Singapore office.  The CIO Academy was a three day course at Oxford University's Said Business School. In 2012, two three day courses were organized,  one from 8-11 May, and the second one from 4-7 December. We do not know which of the two Perrin had attended, for we have not been able to obtain a comment from him despite us contacting his Singapore office. The course is not running this year.

At the end of the course the participants of the CIO Academy were presented with a
CERTIFICATE OF ATTENDANCE
It is like issuing one a receipt to confirm that he or she bought  a sack of potatoes from the Suva market between 8-11 May 2012 or between 4-7 December 2012.

In other words, Perrin never graduated from the Said Business School at Oxford, despite him prominently proclaiming on his LinkedIn profile below that he is a CIO Academy graduate from University of Oxford's Said Business School.

 One does not become an Oxford graduate after attending a three day course on 'IT Leadership' with Certificate of Attendance.

Such a claim is preposterous, and an outright figment of imagination; the claimant can be branded an Imposter, trading on false

Unsurprisingly, when his appointment was announced, I had flagged it up with Aiyaz Sayed Khaiyum - his line Minister - but given the contempt in which Fijileaks is held by him, the FFP government, and the kowtowing local media, the dubious claim in Perrin's CV was not followed up, a familiar pattern in post 2006 coup!

Jauvin was President, Canadian Northern Economic Development Agency (CanNor) August 2009 – October 2011; An 2011 Internal Audit revealed serious problems at CanNor; Audit said agency broke almost every financial management rule since its creation in 2009; the then Prime Minister Stephen Harper created the federal agency to develop Canada's North. It managed about $75 million dollars a year. In March 2011, the comptroller general identified issues with CanNor. In a report, the comptroller noted the agency did not establish a financial management framework, which it was supposed to do according to its mandate. This meant that it violated almost every one of these basic rules when it came to expense control, tendering contracts, credit card usage, travel and hospitality to its guests; CanNor was first led by Jauvin; she retired in the summer of 2011 and was rehired by the then Health Minister Leona Aglukkaq to temporarily advise the office on CanNor, at a salary of more than $200,000 a year

Well I am not surprised by the Fijileaks revelation that this expatriate exaggerated his academic credentials in his cv to get a job as a permanent secretary in the Fiji public service in the post coup Bainimarama regime. A third world coup country - a banana republic - will take in any foreign white man, without proper scrutiny and due diligence, to show the international community that it was an open, democratic society and gain acceptance and legitimacy that way. Just look at the number of white people who have gravitated to the coup country to ply their " expertise ".
It's almost like colonial times when white was considered automatically right!

This is how it begins: a small untruth leads on to become a misleading lie! In a profound Culture of Silence based upon fear and predatory brokers of political power backed by guns, who will call the larger lies out? Then a step further: in the Courts perjury is committed, it is detected by a magistrate with professional and rational integrity but it is ignored by the Police who are specifically ordered to investigate. Thus the Rule of Law is deemed a chimera and the ordinary citizen has no rights under an abrogated constitution. However, lawyers holding genuine legal qualifications from Oxford, Cambride and London universities, and other Commonwealth countries seem prepared to play roles in this questionable farce? This is how the cancer of corruption finds the necessary oxygen to take root. All the while, the populace is disempowered and held virtual hostage. Hardly good for health.

Mediocrity A Defining Characteristic of the Coup Coup State.
Minister for Women, Children and Poverty Alleviation Mereseini Vuniwaqa's message to children, parents and staff at a school prize giving ceremony was " We control our own lives and our fate depends on no one but us " ( Fiji Times 14/10).
I wonder what the children, parents and the communities adversely impacted by the Australian defence force action causing the contamination of their ground water would say to that message? Life stock and crops like whole mango harvest have been affected. Lives have been ruined. Children and adults have become susceptible to contracting cancer .( abc Four Corners, Contamination : The unfolding scandal of toxic water in Australia. Sunday 14/10 ).
Did these people have control on their own lives? Did their unfortunate fate depend on no one but themselves? Is there any parallels with communities in Fiji harmed by river gravel extraction, mining, mangrove deforestation etc?
I think the minister needs to better educate herself before sharing her "wisdom" with the public.

The less that is said about recruitment in civil service under Fiji first thugs party, the better it is. Nepotism, racism and corruption strongly dictates who gets selected. The only change that we can see is that under qarase regime, it was I-Taukeis that were generally selected and under kaiyum's regime, Muslims gets first and general preference. Somehow, only Muslims seems to be meritorious in Fiji at the moment. A good case of racists and preferential selection is the appointment of a Muslim maths teacher as Deputy Secretary-HR after kaiyum started acting as education minister. There are so many highly qualified HR graduates in Fiji but kaiyum saw it fit to appoint a maths teacher in a HR role. Ministry of Health has become an eyesore after a teacher with no medical background was appointed to lead the ministry. Now, ministry of education is heading in a similar path of destruction with such dubious appointments. The civil service reform is turning out to be a farce and an avenue to suppress workers rights and allow racists appointments. Shame on Fiji first thugs party for not walking the talk.

Another proof of a despotic dictatorship.

A delusional ,narcissistic power hungry egomaniac , " I know it all, I am God's biggest gift to Fiji", arrogant and ignorant to the extreme , who loves his own voice and is scared of even his own shadow, surrounded by his body guards, takes over the Education Ministry as well. His road shows whether it is with civil servants, school children, bus drivers and owners, business groups, professional bodies, accountants , lawyers , nurses , doctors , teachers , farmers or market vendors, all illustrate his naked all consuming passion for power and grandstanding.

Watch him announcing pay increases for Air Pacific, FEA , Fiji Pine , FSC and other workers and you will see the ego , patronage and the display of power and command that he shows. he shows that he is the godfather and the chrismas father of the nation. Even The PM Bainimarama shows more humility.

In these road shows he operates with a pretentious and hollow air of authority and expertise. With the education ministry, he now controls about 75 % of fijis 4 billion budget.

What has happened to Mr. Nath Vijay who was the asst minister for Education , seen supporting Mahend reddy in court. Whats the point of having him as an assistant if he cannot even be the Acting Minister?

Plus you have Brij Lal with a PHD , an P/S of Ecducation. Can he not be utilised?

The truth is that there is no sharing of power and no true democracy.

If somebody like Mr. Bala , with barely a Fiji Junior , can be made a senior Minister of roads etc, why not others.

Yet the MOE ( Mister of Evrything) talks about Open Merit systems for all other civil servants.

I am not too fused if Ewan Perrire faked his credentials to get a job with the usurpers of our democracy because he would likely be more qualified then most of the nepotism and favoritism based appointments made by them anyway. If Chairman of the Civil Service failed to detect this flaw, then, it is his failure we should question. In the end, misrepresenting ones qualification is insignificant when compared to the Capital crimes of the employer. The bottom line is, he was there in the system, he and others experienced the manipulation first hand and have now spoken about it. If I am asked to choose who the bigger liar is between Ewan and his employers, the answer should be obvious.

Mick Beddoes is right. Nothing wrong with a foreigner lying a little to get a job with the usurpers of democracy in Fiji. After all lying, deceit, dishonesty and the like was pretty much the norm in a regime founded on it.
Ewan Perrin didn't really tell us anything we didn't already know about the modus operandi of the coup regime. He merely got us a confirmation of sorts.

No wonder corruption and lies will never banish from Fiji as long as the likes of Beddoes endorse this Perrin chap.

The analogy with 'purchasing a sack of potatoes' from Suva Market is appreciated. Humour though grim is required occasionally to keep some sanity. For decades Fiji has been ill-served in this manner: diplomats and inaptly termed 'First Class' professionals or specialists, academics have been drafted in from 'outre mer' and they have been found to be overpaid and significantly wanting. This discrepancy of suitable experience coupled with inappropriate or 'fake' qualifications has hobbled even crippled Fiji and left Fijians at the mercy of PREDATORS. Listen to and watch the recently released Canadian/US hostage couple from Pakistan/Afghan border. Living Hell may be witnessed. "stupidity and evil" voiced twice in the same breath. A weird but so familiar conjunction in highly traumatised persons. Suppressed anger.

The most competent and meritorious candidates for all top jobs in government are Bainimarama and Khaiyum's family members, relatives, cronies, mates from the military and sycophants, with a handful of genuine candidates thrown in to give the charade a semblance of objectivity.
But no thinking person is fooled by all this drama, nataak.

Did the woman who died in Labasa Hospital recently, bleeding profusely after an emergency Caesarian merit or have sole responsibilty for her Fate? This death was especially noteworthy since in August 1970 - the Year of Fiji Independence from Britain on 10th October - a 19 year old girl who was alive and excited about the birth of her first child in the morning, bled to her death by nightfall. We were side by side in the Morrison Maternity Unit at CWM. She comes to mind on each occasion a woman dies often needlessly by haemorrhage in childbirth. Does the Fiji Media reflect or investigate this in 2017? Do they care? Do they know that modern 2017 obstetric care should mean that NO death should occur in this way? Unless of course a Fijian child of 11 or 12 has been raped resulting in pregnancy. Then we are in another parallel universe and the resultant risks are unquantifiable. Akin to anywhere in Sub Saharan Africa. Does Ms Vuniwaqa believe that such risks devolve solely upon a vulnerable girl of this age? What of the human male predator for whom she was 'Fair Game'? What is to be his Fate in the Land of Might is Right? And where and how is the Fijian State to accommodate and pay for the deserved incarceration of so many depraved sexual predators? Most require a sentence tariff of at least twelve years without parole.

LIES, andbeing "economical with the truth" (late Lord Armstrong - former UK Top Civil Servant Sir Robert Armstrong) are the foundation of Perjury and perjured evidence in Courts of Law. Without scrupulously truthful evidence - Honi Soit Qui Mal y Pense: Dieu et Mon Droit - there is No Law. Fiji was given access to the right of Appeal to The Privy Council under Magna Carta until the 1987 Coups d'état. In the second coup of September 1987 Sitiveni Rabuka deprived each Fijian of this fundamental guarantee of rights. The U.S. Constitution recognizes these fundamental rights at law. All shall be equal under the law. Of course, amendments had to be made over many years to accommodate the freeing of slaves and, later, women's rights. When these basic tenets and fundamentals are overthrown or ignored women will die giving birth, men and the young are likely to consider suicide due to lack of work and self worth. Several thousand Fijians must have taken their own lives since 2000. Many more since 1987. We all know people who have resorted to self destruction. Only God knows the precise number. We ought to remember them and pray for their eternal Peace and Rest every remaining day that we breathe air on this Earth.

@Taxpayer. Mick is not supporting Perrin. Rather, he was simply explaining why Perrin was able to get through the supposed screening net that is deployed in the recruitment and selection process of top civil service positions. As Mick rightly said, we are not surprised that characters such as Perrin were able to pass through the system because of the people responsible. In this case, the buck stops with Vijay Mohan, the PSC Chairman.

Many of us also agree with Mick Beddoes that undesirable characters are more inclined to exploit a situation in Fiji where the rule law has been abandoned and selection to high paying positions are no longer based on merit, but on one's loyalty and allegiance to the dictators.

I appreciate your concern for anyone supporting Nick Perrin and persons of such character. I assure you that is also the concern of Mick and many of us who love Fiji and have contributed greatly to its development and its future. Let us continue to stand up for what is right and just and excellent, for to do nothing in the face of evil , unjust and wrong conduct at every level is to encourage the slow but sure decadence and destruction of our society. May God help us.

What is the connection between Fiji and Malta? Is there one? We learn that a brave, outspoken and accomplished Whistleblower-journalist Daphne Caruana Galitizia has been blown-up by a bomb placed it seems in her car. She was allegedly assassinated for repeatedly calling out Lies and Corruption in the highest echelons of the Maltese State. This is a woman of substance to be proud of. Not a woman to likely be cast in a Weinstein-production?
Notwithstanding this, she was preyed upon and disposed of. Does this appear too extreme for a Fijian movie scene? Think carefully on't!

The death of Maltese investigative journalist Daphne Caruana Galitzia is to be investigated with the assistance of FBI. Yes, that is essential since the local Pice may well have 'flipped' to the Mafia and Organised Corruption through crime cartels. China, Russia, and other notable countries have a hand in this deadly trade. Fiji is not exempt and for years our crime on the ground has reflected this Evil and murderous grip on an island nation extremely challenging to Police. When corrupt locals decide to become part of the problem through greed and predatory traits successful due to gaps in control, a spiral of violence unfurls. Malta was host to the last CMAG Meeting. It has an historic and proud past. Fiji and Malta need to join forces to fight the Devils of Corruption. Ms Galitzia has led the way through her most unfortunate murder.

PS Forests suspended pending on going investigation by the Fiji Independent Commission Against Corruption ( Fiji Times 20/10 ).
So how did Khaiyum's open merit system screen the man for appointment to this high post in the public service?
How many others at the same level have come and gone in the Bainimarama-Khaiyum regime since the coup takeover in 2006?
It must be a Fiji first record.
