FIJI IMPLICATED IN TERROR FUNDING RAID IN JAMMU and KASHMIR: 'Some of NGOs were getting funds from Pakistan, Europe and even far away islands like FIJI', Indian National Investigation Agency find in raid

The National Investigation Agency (NIA) continued searches for the second successive day on Thursday with raids at nine locations in Kashmir and New Delhi in connection with a terror funding probe.

As per sources, the NIA raided nine locations seven in Srinagar and two in New Delhi -- in a case related to NGOs and trusts diverting funds meant for charitable activities to "secessionist and separatist activities" in Jammu and Kashmir.

The NIA on Thursday raided the office of trust Falah-e-Aam in Nowgam, sources said. "6 NGOs and trusts where NIA is conducting raids across nine locations in Delhi and Srinagar are Falah-e-Aam Trust, Charity Alliance, Human Welfare Foundation, JK Yateem Foundation, Salvation Movement and J&K Voice of Victims (JKVoV)," news agency ANI reported on Thursday.

NIA received a tip-off about NGO being used to fund terror in the Valley during initial investigation of terror funding in which several separatists have been chargesheeted.

Highly placed sources in NIA said, "Some of the NGOs were getting funds from Pakistan, Europe and even far away islands like Fiji and East Timor." Another NIA officer added: "Crores were deposited into account yet one individual associated with the NGO said he did not have a bank account."

According to officials, the modus operandi of those raided seems to collect donations from abroad in the name of Kashmir. Besides they also collected funds in the name of women and child care, education and health related issues but funds were utilised to "propagate terror narrative," officials said.

The NIA believes that the modus operandi is similar to that of Maoists -- to capture local, national and international intellectual space against the Indian government. The individuals in question are sophisticated and used "pen" instead of weapon, sources added.

What happened on Day 1 of raids?

The NIA on Wednesday searched 10 locations in Kashmir and one in Bangalore in connection with terror funding case. Several incriminating documents and electronic devices were seized, the NIA said in a statement.
Those whose premises were searched include Khurram Parvez (coordinator of the J&K Coalition of Civil Society), his associates Parvez Ahmad Bukhari, Parvez Ahmad Matta and Bangalore-based associate Swati Sheshadri as well as Parveena Ahanger, chairperson of the Association of Parents of Disappeared Persons (APDP).

The offices of the NGO Athrout and GK Trust were also searched, the statement added.

"NIA conducted searches at 10 locations in Srinagar and Bandipora and one location in Bangalore in connection with a case pertaining to certain so-called NGOs and Trusts raising funds in India and abroad in the name of charitable activities and then using those funds for carrying out secessionist and separatist activities in J&K," the agency said.

One of the biggest raids of 2020 is being led by IG and DIG rank officers.

What is the case?

The case was registered on October 8 under various sections of the IPC and the UAPA on receiving "credible information that certain NGOs and trusts are collecting funds domestically and abroad through so-called donations and business contributions" and then using them to fund terror activities in Jammu and Kashmir, it said.

Officials said the NIA team was assisted by local police and paramilitary forces when it searched the office of the trust located in the premises of a prominent English daily in Srinagar. At least three other NGOs founded in 2000 were raided by the NIA for alleged terror funding in Jammu and Kashmir, they said.

According to the NIA, these NGOs were receiving money from undisclosed donors which was being used for funding terror activities, they added.
