FLEECE AND FLEE DANGER: Fijileaks has no problem with the hiring of expatriates - whether Foreigners or Fijians holding dual citizenship - but we have seen a spate of cases where the criminally inclined have fled Fiji

Totally agree with editor. Excellant example is Narendra of FNU. Gora Rouse of FNU and Tarr of USP. Locals given this jobs would have restored credibility and would have reduced unemployment rate.

Mr. Narendra Prasad is not criminal. He was a very competent professional. You guys can say whatever you want on b log sites. We know Mr. Narendra Prasad. He was a man of integrity and commitment. Just because he fired the con-man Andrew Singh, and Andrew wrote rubbish to FIjileaks, doest not make Mr. Prasad a criminal. You must remember Andrew Singh conspired with Ian Rouse to defraud FNU. Mr Prasad found out. So he became the bad man. Facts can not be changed, however much crroks want to tarnish image of good person.

If this Narendra Prasad was clean as white sheet why didnt he stay behind to clear his name - a separate FICAC investigation, not one following Andrew Singh, also had evidence that he used money for health payment etc

This one was conducted and concluded in 2012; long before Andrew Singh came on the scene:

5.1.Director Human Resource and Finance.

Mr. Narendra Prasad, former Housing Authority CEO (Dr Ganesh’s acquaintance and appointee as CEO Housing Authority) a New Zealand citizen and close friend of Dr. Ganesh was appointed as Director Finance and Human Resources of FNU. Mr. Narendra Prasad’s appointment needs investigation as there are a lot of able qualified people for the two positions he is holding. Issuance of work permit to Mr. Narendra Prasad has to be scrutinised to establish the merit.

Remuneration

Mr. Narendra Prasad is on a salary of F$150,000.00. Was there a Higher Salaries Commission approval sought? No. F$150,000.00 would have to to be approved by HSC. The two positions are inter related and in this case it is conflicting for one individual to hold two positions. However, it has a micro chip attached for the two positions which simply means that it would make decision making easier on non ethical basis. It is evident that integrity and transparency ethics have been compromised. Other perks attached to these two positions will have to be tabulated to justify payment. It must also be determined as to whether he is medically fit for employment or other wise, establish any health related payments which is outside FNU HR Policy.

5.1.1Medical Evacuation

In accordance with the FNU HR policy, inpatient sick leave is only 30 days per calendar year.

Quote Policy Number 19 Sec 4 (Sub Section 4.1) – Any employee requires to undergo treatment as an inpatient in hospital or required by a registered Medical Practitioner appointed by the university to be confined at home on grounds of illness, is entitled to a period of up to 30 consecutive days of sick leave on full salary on any one year of service”Unquote.

In March, 2011, Mr Narendra Prasad has been paid F$30,000.00 for medical treatment in New Zealand and received salary for normal hours when in fact, he should have been paid as an inpatient.

Mr. Prasad was again paid $30,000.00 for medical treatment in New Zealand in June, 2011 and this time his leave was treated as InPatient Sickleave. Further investigations would reveal whether or not a medical review board is in place to determine medical evacuation for employees of FNU.

There is no medical insurance cover in place for employees of FNU and in all such cases taxpayers fund is being abused to fund medical treatment of employees of FNU. Mr. Prasad, a New Zealand resident, had been referred to New Zealand hospital, however, all other employees, have been refereed to India for treatment.

Findings:

a) Mr. Narendra Prasad was not treated as an inpatient for the first payment of $30,000.00. He was paid normal hours salary.

b) Mr. Narendra Prasad was paid a second payment of F$30,000.00 within a span of three months for medical treatment in New Zealand.

c) As a Director for Finance and HR, he would have been the best person to understand the HR/Finance Policy.

d) Accordingly, he has abused his authority insofar as the double payment of $30,000.00 for medical treatment is concerned.

I too have no problem with the hiring of expatriates. But question is why hire expatriates for jobs like permanent secretary 4.5 decades after Independence? And, why hire expatriates who have a tainted background? Why are qualified locals ignored for appointment? Is it because they are not Fiji First Theft Party sycophants?

Reacting to news of the Dictatorship of North Korea testing a H- bomb, a pissed off looking Ban Ki Moon the UN Secretary General said " I condemn it unequivocally" ( 7 News 7/01 ).
That is how any " life- negating " activity ( to use social philosopher Erich Fromm's conceptualisation from The Anatomy of Human Destructiveness 1973 ) in which any rogue regime is engaged in should be condemned.
Regrettably that is not the case. Condemnation tends to be inconsistent and selective. Individual members of the UN and at times the UN itself fail to make unequivocal condemnations because it is politically in expedient to do so. Worse still at times rogue regimes are supported because they serve the members or the UN's own agenda.
That opens the world body to criticism and condemnation and undermines confidence in it.
And, that is most unfortunate because it has such a pivotal role to play for the good of humanity at large.

Editor,
In his letter ' Barnaby Joyce not fit to be deputy PM ' in smh 8/01 Greg Loder laments the dearth of political talent in the country. And, Australia is an advanced first world democracy. Imagine then what it must be like in a banana republic.
Greg writes :
" Barnaby Joyce may be a wily political operator but really do we want someone who refers to a female colleague as a " flash bit of kit " being deputy prime minister of this country?... The thought that he will seemingly waltz into the role fills me with despair at the depth of political talent that we have in this country"
Any wily political operators in Fiji who have manoeuvred themselves into high political office even though they are " not fit " to be...

If Mr. Narendra Prasad investigation was done in 2012, why didnt anyone charge him in 2012, or 2013 or 2014 or 2015? They didnt because there was no basis for this. FNU has a strong Audit system. Ian Rouse used this to investigate sections headed by Narendra Prasad fully. Yet nothing irregular came up. Whoever is behind attempting to tarnish character of a good and professional person like Mr. Prasad - you may throw as much dirt as you want hoping some will stick. But we know what the facts are. We have grown from detesting the man to appreciating his professionalism and fairness. That is what matters.

Is the mediocre academic and pseudo intellectual Dr Mahendra Reddy one such " wily political operator " who has wormed his way to a cabinet ministerial position in the Fiji First Theft Party government?
Dr Reddy castigates university graduates in Fiji for being job seekers ( Fiji Times 10/01 ). Wow! I didn't know it was a sin to seek employment after graduating with a university qualification?
Did Dr Reddy abstain from job seeking after his university education?
What we can see from his conduct since joining the Bainimarama - Khaiyum bandwagon is that he has been job seeking to feather his own nest. His conduct has not been that of an independent thinker but that of a regime lackey and sycophant. What a hypocrite telling new graduates to be independent thinkers!

Mediocre minister Reddy are the expatriates hired by the Bainimarama Butako Government as permanent secretaries " job seekers " in foreign lands?
