FNUGATE: Did FNU Council misuse powers in paying VC Nigel Healey?

VC Healey is reportedly on $550,000

According to very reliable sources familiar with the inner workings of the FNU, the mess up at FNU must be blamed on its COUNCIL. They have explained to Fijileaks: Human Resources (HR) are clear on VC pay and pay for all senior managers. This is what it says:

1. Salaries: Salaries paid by the University are determined on the basis of the salary for the benchmark rank and point. All positions, ranks and points in the teaching employee streams are pegged at the 100% of the professor salary band.

Senior Management Group (SMG)

2.1. The SMG comprise the VC, DVC, Pro -VCs, Deans, Registrar, and Directors of Finance, HR, ICT, TVET, Properties & facilities, and Development & Planning

2.2. The Council determines the remuneration for the VC, DVC and PVCs, while the Appointments Committee determines the remunerations for the Deans, Directors and Registrar. The base salaries of the VC, DVC, PVCs and Deans are established by placing the holder of the position in the academic rank on the basis of his/her CV, and adding loadings as determined by the respective appointing authorities.

According to our sources, for VC, first his placement in the academic stream is to be determined. Then, with reference to FNU VC 100% pay point, his salary at that rank is determined. Then, third, a % loading is added to that pay.

The % loading is determined by "the respective authority".
In the case of VC, the appointing authority is the FNU COUNCIL.

So the COUNCIL would have determined the % loading. If it hasn't, then, it as a body, and members individually, have failed in a statutory duty, which is liable to prosecution.

Now: Did the current salary placement follow this process? If not, then, there is a serious criminal issue here. The same goes for the SMG positions.

Our sources state that they understand the predicament of staff who are on COUNCIL and on CONTRACTS.  That is why, according to our sources, the former Vice-Chancellor GANESH CHAND had ensured that the term of contract was increased to 5 (five) years.  This was the first step, at least, in a full tenure for a certain % of teaching staff, at least.

We have been informed that even the five years is now reduced to three years. "One must never hold 'job' as a ransom over an academic's work; academic freedom requires that the academic never has to worry about the security of his employment.," the sources told Fijileaks.

WHITE ELEPHANT: FNU spends over $1million on idle 'Labasa Project'

According to our highly reliable FNU sources, most of the finance decisions by VC Healey allegedly did not follow FNU finance policy. Some he allegedly approved were more than $100,000 but did not go through the tender process. He also allegedly engaged the Quantity Surveyor for projects without the knowledge of Tender Board Committee

The breaches were allegedly covered up with the creation of a sub-committee to PRC - Physical Resources Committee - which is LPC (Labasa Project Committee). All these records, in Fijileaks possession, are in the Tender Board and LPC documented minutes

Fijileaks: An audit should be done on the Labasa Project. So far even the land fill work done at the 'Labasa Project' has cost over $1million, and is not up to standard of engineers. The management keeps changing the concepts and proposals every time

This is the third time the consultants are preparing the documents, and wasting taxpayers money. Tenders were called and one company was selected as the best bidder. But one person in the Committee wanted another higher bidder to get the job. FNU was forced to withdraw the tender and re-tender. The company the person from the Finance Ministry was pushing is owned by close friend of ______. This is corruption, according to our sources, and they are demanding a full investigation
