'As I was lying on the floor, HOT WATER was poured beside my hips and legs to intimidate me and there was continued use of an M16 rifle butt on my back and head...'

Ben Padarath's written statement to Fijileaks Founding Editor-in-Chief on Qiliho and Naliva, August 2020
I, Ben Padarath was tortured at the RFMF's Queen Elizabeth Barracks in Suva, Fiji in February 2011. The soldiers who assaulted me included Sitiveni Qilihio.  I was physically tortured and had hot water poured over me by Sitiveni Qilihio. My whole left arm was broken from my wrist to my shoulder, this arm I still can't lift above my head to this very day. During the assault as I lay on the ground in much pain and blood, Qiliho continued to kick me and used the butt of a gun to break my left wrist.  I was beaten up at the camp for 3 days straight, drifting in and out of consciousness and once when I awoke, there was a military doctor checking my wounds and I heard him tell Qiliho, Penioni (Ben) Naliva and Aseri Rokoura to get me out of the camp as soon as possible or I could die in custody and the military would then be held responsible.

Torture Victim Poseci Bune. The former distinguished diplomat and long-time civil servant was arrested alongside Padarath and tortured by Naliva. Surely, the RFMF line manager PIO TIKODUADUA must be aware of Bainimarama's master torturer and yet it seems he created no fuss on the appointment of Naliva as the 7th Brigade's Deputy Commander

“We are embedding our officers into the Australian Army to gain experience and understand how the Australian Defence Forces operate. They will be there for two years with their families. Upon their return, they can bring back valuable knowledge to aid in the restructuring of RFMF.”
RFMF Commander Jone KALOUNIWAI, December 2023
