NABORO JOB: Acting Prison Commissioner Colonel Vasu and two Yellow Ribbon convicts Bhika and Kunatuba appear in court for alleged abuse of office, aiding and abetting over purchase of Naboro mini-mart goods!

Bainimarama revokes Vasu as acting Commissioner of Prisons! What about Bala who is charged with causing death by dangerous driving and on the run from justice - suspend him from Parliament? So, Fiji is ruled by acting Police and Prison Commissioners, and acting Military Commander!

Chair of the Constitutional Offices Commission, Prime Minister Voreqe Bainimarama, has today advised His Excellency the President for the immediate revocation of the acting appointment of Colonel Ifereimi Vasu as Commissioner for Fiji Corrections Service.

The Prime Minister, has also recommended the name of Senior Officer Kameli Ratuvakalevulevu to His Excellency the President for appointment as Acting Commissioner for Fiji Corrections Service.

Vasu is charged with one count of Abuse of Office for allegedly facilitating and approving the purchase of goods worth over $131,000 from the Naboro Mini-Mart in which he is a company Director.

The Fiji Independent Commission against Corruption alleges this is contrary to the Procurement Regulation 2010 under the Financial Management Act, 2004.

Former inmate and now Director Corporate Services, Peniasi Kunatuba is also charged with one count of abuse of office for allegedly facilitating and approving the purchase of goods worth $54, 000.

The third accused, Dhansukh Lal Bhika is charged with Abuse of Office and Aiding and Abetting whilst being the Manager of the Mart between July, 2013 and December, 2014.

Bhika is alleged to have obtained a financial advantage between January 2013 and December, 2014 by supplying goods to the Fiji Corrections Services, despite not being an approved supplier or a contractor to the Government.

As a result the former Suncourt Managing Director is alleged to have obtained a financial advantage of $186,000 for the Naboro Mart, knowing that business was not eligible supply to the Corrections Service.
The three men have been granted bail and ordered to surrender their travel documents. Source: FBC News

So much for yellow ribbon. If these two clowns had done their full service behind bars none of these nonsense would have occurred. This is what happens when we short cut the cassava patch like some have. We think they would know better, Sega Sara. They bai go to prison released again on yellow ribbon...another new phase of chorr begins all over again. Our justice system will become a joke the world over. Only in Viti folks.

Birds of a feather flocking together. And I suppose when an opportunity to engage in some corrupt activity is available people like Bhika can't help themselves. Being crooked is part of their make up. But who is Frank Bainimarama to judge them being a well known corrupt dictator himself?

And to think that two serving prisoners (in Kunatuba and Bhika) were able to rope in the Commissioner of Prisons himself in their deceptive and crooked scheme, says much about their talents to criminally exploit others for personal gain. It also says much about the Commissioner for allowing himself to be used in this way.

There is a saying that a fish rots from the head first!

Absolute Classic and beautifully displayed; the (dis) Honour amongst Thieves. What other corrective system allows proven offenders to re-offend; albeit 'legally' because the Authorities saw it fit to give them a second chance to perfect their trade? These are high profile learned thieves and absolutely corrupted!!, but those in Leadership thought otherwise and formed this partnership in crime.

So SAD the former commissioner choose the wrong company and the wrong group of people. There are still some advisors out there. He push the right people away and picked the Rots.

The infamous agriculture scam and crime involving Bhika and Kunatuba (2001 & 2006) was (in collaboration with LQ’s SDL ) to defraud the allocated ‘Refugee Rehabilitation Funds’ of $F1.5 Million for the Girmit Center Refugees -being victims of arson, lootings and severe human rights abuse in the aftermaths of the 2000 attempted coup.

These Funds were shamelessly used by SDL for ‘vote-buying’ purposes in 2001 and 2006 elections. Not a penny came to the Refugees.

Chaudhary too was less than honest in his dealings with the battered and the downtrodden Refugees – refusing them even rice and dhal – whilst hiding millions of dollars in his bank accounts in Australia.

Then comes the pitiable Intellectual Property thieves –Bainimarama and Khaiyum- who decide to shamelessly STEAL by stealth, from the Refugees, their very political platform - for seeking some redress – their good name of Fiji First Party.

I cant understand - Prisons set up a store for prisons department. Prisons bought some supplies from the prisons shop. To buy these items from prisons shop for prison purposes, some one needs to approve. The officers to approve are the Commissioner and his senior staff. Gov did not object to establishment of shop. Profits go to Government (through Prisons) and not to Commissioner or Peniasi or Bhika. So what crime did Commissioner and the other two commit? Or is it that the shop is owned by Vasu personally or Bhika personally? No media, including Fiji Leaks has been able to explain this. Can someone tell me please.

Problem is the Prisons Shop was not a 'registered contractor' or approved supplier of services to the Corrective Services.

Did the Prisons Shop successfully tender for the supply of such goods and services it provided?

What does the regulations say about the limits of Vasu's authority to expend public funds i.e. what expenditure can he authorize as Commissioner and did he exceed that authority without the OK from Finance?

Where did the profits from the Prisons Shop go? Into Government's Consolidated Revenue account? Or was it diverted elsewhere?

There are rules and regulations associated with the expenditure and accounting of public funds. You ignore or abuse it at your peril. It would appear that Vasu did not exercise due care and diligence in this critical area of his responsibilities as Commissioner.

If he is found guilty and sentenced to a term behind bars, it will be the first time in Fiji's history that a Commissioner of Prisons will share time learning the basics of tilapia farming with his former charges in Naboro.

Such a dishonourable outcome if it ever eventuates. So sad.

The shop is not owned by the prison department. However they are only getting a commission of $3000 per month from the three shops.

All the rest of the income (approx. $50,000 per month) are going to the real owner. And we can say that the shareholders are most probably these three and few others that may be still hanging there with the prison department.

It will be interesting to know

Mr. Vasu seem to be still in control in some aspect of the running of the Fiji Corrections Services. He ordered the stoppage of Christmas loan payout from welfare to the officers on 14/12/2015. This same welfare was used to bail the three accused from court on the day of their trial. A total 0f $9000-00 form this welfare fund. A three months commission from the Minimart. He still have some body guards and guards around his residence in domain.
