The first racist act Rabuka performed was to sack the Police Commissioner, an Indo-Fijian Pramesh Raman, and replace him with a native Fijian to begin his genocidal mission. A week before his May 1987 coup, Rabuka had unsuccessfully applied for Raman's JOB.

The only Fiji Police Commissioner of Indian origin, Parmesh Uma Raman, has passed away at the age of eighty-nine. Raman was removed from the office by Sitiveni Rabuka during the 1987 coup.
It is believed he was detained and later removed from office. (Fijileaks: It is NOT believed he was detained. RAMAN WAS DETAINED BY RABUKA). He migrated to Sydney, Australia nearly thirty-years ago.
