If dress code is the basis for or determines human decency Victorian society would have been the epitome of human decency and puritanical values. But it has now come to light that underneath that veneer of modesty with the head to toe dressing and all that there was a thick layer of debauchery, moral decadence and political intrigue and treachery afflicting that puritanical society.
No, dress does not determine decency. Respect for others - regardless of difference - does.
It is this RESPECT that is often lacking in today's world.
