SO it will not in fact be a ONE-DAY poll after all! Under Decree Electoral Commission may authorise voters to vote in advance of the polling day

The new Electoral Decree:

58 out of 156 sections are similar to the 1998 Electoral Ordinance and most of the material in that Ordinance is included in this Decree - not surprising as election procedures are fairly standard.

They relate mostly to nominations, the poll, electoral offences and election disputes. This is reassuring, actually.

The new provisions in the Decree involve the Electoral Commission (aren't they already up and running?), postal voting, pre-poll voting and election campaigns and the media.

The drafting style is a mix of old and new, e.g. the decree uses a mix of 'must' and 'shall'.

Pre-poll voting will apply to anyone who -

"(a) resides in a locality that is remote or the number of voters in a locality is not sufficient for the establishment of a polling station;

(b) is a resident of a nursing home or health care facility;

(c) is a member of the disciplined forces; or

(d) is under pre-trial detention or sentence of imprisonment.."

So it will not in fact be a one-day poll after all.

Jesus, the Ballot Paper is already to confusing to a ulukau like me and many other fellow villagers!

Of course, the biggest photo of the candidate will be of smiling and deceiving FRANK!

So Sodelpa's symbol - a Fijian with a Comb through his Hair - will not feature on any ballot paper!

Lets hope we will recognize their candidates at the polls.

Fiji Sun will make sure to keep publishing my candidates photo to familiarize the voters when they enter the polling booth

Ratuva book exposes all

The Qarase and Bainimarama years are basically similar and similarly motivated. Frank is just another of the “old” politicians.

In his book recently published by ANU, Auckland University and former USP academic, Dr Steven Ratuva, lays bare the aims, conflicts and shortcomings of Fiji’s affirmative action programmes.

Whether or not one agrees with his thesis that a major policy construct of the Qarase and Bainimarama years is basically similar and similarly motivated— I think he pays too little attention to their differences—the book is a ‘must’ read. Congratulations, Steve, on a most thorough and closely reasoned analysis. — ACW.
