Former US Ambassador Larry Dinger to Washington:

Beneath the surface: effort to suspend Bainimarama

---------------------------------------------

"We have heard from a reliable source that much more took place. In Qarase's meeting with the President and VP,  the three reportedly agreed that, after next week's Pacific Islands Forum events in Nadi, Home Affairs Minister Vosanibola (the RFMF's line Minister) is to lodge a formal complaint with the Fiji Police against RFMF Commander Bainimarama.  Vosanibola reportedly is at the same time to write to President Iloilo requesting that Bainimarama be suspended from his post as Commander, RFMF, for the duration of the investigation. The report we heard is not clear whether Iloilo has committed to then issue the suspension." Fijileaks Editor: See Documents which suggest both Iloilo and Madraiwiwi scuppered the plans,

Replacement in the wings

"Reportedly, Vosanibola will recommend that Brigadier General Iowane Naivalurua, who is about to return from a deployment to UNAMI in Iraq, take charge of the RFMF during a Bainimarama suspension. Vosanibola returned from a visit to Iraq a few days ago (Ref B).  While there, he reportedly discussed this scenario with Naivalurua and received his agreement to take the job, if necessary.  Naivalurua has been put forward to be Fiji's next Prison Commissioner, but his heart is with the Army. "

Comment

"We will seek opportunities to learn more.  The above scenario would break with President Iloilo's past reluctance to exercise his "commander in chief" powers to attempt to rein in Bainimarama. The scenario, if implemented, would force the RFMF's senior leaders to choose: follow an order of the President to permit Bainimarama's suspension; or protect Bainimarama by attempting to remove PM Qarase.  See Ref C for a DATT discussion of how RFMF factions seem aligned. That analysis suggests a key RFMF force commander would side with the President; but this is Fiji and nothing ever is certain.

For the next week, during the Pacific Forum, it appears all is intended to be calm on the surface; though one presumes Bainimarama (currently in London, then to Rome, the Sinai, and Iraq) has sources who will feed him the Government's plan in short order.  Whether that might shorten his "three weeks" ultimatum for Qarase's resignation remains to be seen. Bainimarama currently is scheduled to arrive back in Fiji on Nov. 8. DINGER"

Vinaka Victor! My boss Frank Lamusona hurriedly returned and threatened to kill Lieutenant Colonel Meli Saubulinayau, who also stood to takeover the army leadership.

The only reason he carried out the coup was because he was going to be arrested for the murders of CRW soldiers after the mutiny. Ratu Joni Madraiwiwi is a liumuri chief of the highest order - lamusona on par with Frank. Keep it coming! I am sure you are holding back more damning materials on my boss!

Right on Bodyguard. Col Mel had to turn done the post of Commander because the other senior officers told Meli that they would not support him. In doing this these bastards committed treason.

Frank was running around that week like a cry baby lying and pleading with the senior officers to support him. When franks time is up he will slowly burn as he departs this world with that muslim kunt-yum and their corrupt family and friends!

Victor, this is the first time we at the barracks have seen a copy of the letter from Vosanibola - so what are you talking about - when you say no new story but repeating the old?

Victor has published this story before

old news

Qarase and the SDL tried to play off the President against Commander of RFMF after they failed to play off the officers in the RFMF against Commander RFMF.

Old news.

Every officer in the RFMF officer cadre above the rank of Major back in 2006 has read that correspondence.

How enlightening to read the then Vice President Madraiwiwi's communication with regards to Bainimarama's appointment.

A few further thoughts now that we have the (leaked) benefit of 20-20 vision:
1) Did President Iloilo as Commander In Chief not have access to the CRW report from the coup of 2000 that may have given them more balance in their assessment and consequent advice?

2) It is a widely held view that during the early days of the 2006 coup, President Iloilo was not in complete possession of his faculties. If so, was this the same situation at the time of this correspondence?

3) Would Rt Joni offer this same advice if he could turn back time?

Victor has written some very thought provoking opinion pieces in Fijian newspapers for thirty years, and also revealed a lot on C4/5 etc. I suggest if he could be persuaded to reproduce many of his pieces on Fijileaks to remind ourselves and the people of Fiji what has been happening to their coutnry. Fiji SUn has removed all of Victor's columns from its archives, and unsurprisingly so! So, go, Victor, REPRODUCE things here, to remind us and the crooks in the regime of what needs reminding, even if it means REPEATING.
As to Repeat, that article of Victor - a detailed piece was on Raw Fiji News, which is no longer available on the internent. Victor, keep it coming, and keep repeating - especvially those role of Tupeni Baba and his links with the Aussie crook Peter Foster
