The Department of Social Welfare is investigating the case of a baby girl abandoned outside St Christopher’s Home in Naulu last Thursday night.

Minister Rosy Akbar said the Ministry was “grievously concerned” with this case and the condition in which this baby was abandoned.

“We have seen an increase in such cases where babies less than a month old are abandoned. However, the baby’s care and wellbeing is paramount and investigations continue in this case,” Ms Akbar said. - Fiji Sun, 22 March 2014

Police spokesman Inspector Atunaisa Sokomuri said they were still trying to identify baby Nabiahah's family.

"Anyone with information that could help police locate baby Nabiahah's mother is requested to call the nearest police station," Insp Sokomuri said. Fiji Times, 22 March 2014

Meanwhile, Assistant Minister for Health Veena Bhatnagar visited the infant and confirmed she was in good health and well looked after by nurses and doctors.

The baby has been named Nabiahah Romeesah Hussein and is admitted at the Colonial War Memorial Hospital’s High Dependency Unit (HDU).

“The baby was actually born in the hospital so every care was taken by the staff here and the baby was abandoned after she was born,” Ms Bhatnagar said.

“The baby is very well looked after and my staff went to the extent of buying diapers and milk for the baby. If there is a nursing mother around them she actually breastfeeds the baby.”

The nurses at the ward believe that the baby was only two to three days old. Although staff have yet to track the mother’s maternal records, Ms Bhatnagar said the mother left the hospital after delivering the baby.

Fijileaks: If baby 'Nabiahah' was born, as Bhatnagar claimed, in the hospital then why was Inspector Sokomuri asking the public to come forward with any information regarding the identity of the family - didn't CWM Hospital take the name and address of the expectant mother before she gave birth? Who took the baby out of the hospital? Was it the same person (s) who abandoned the baby outside the gate of St Christopher's Home in Nakasi? Or was it that the CWM had not followed the right procedures  - to take the name and address of the mother and her next of kin?

The nurses [at CWMH] yesterday had the privilege to name baby Nabiahah, something they would remember for the rest of their lives. "We are attached to her and the bond we share with this little angel for the past two days is something we will never forget," the nurse said. Social Welfare Minister Rosy Akbar said the Ministry of Health had informed them about baby Nabiahah and they were hoping to take action as soon as everything was settled. The identity of the announcer is well known now after her mother walked into CWM hospital and walked out with the baby. She took the baby to Sigatoka without authorization. While the Minister for Women Rozy Akbar appears daily in the media to talk about all other issues, why isn't she pushing for Police to charge the radio announcer for abandoning the baby and also the lady who "stole" the baby from the hospital. We fully sympathize with the radio announcer but law has to take its course!
There ought to be an Independent Commission of Inquiry into the 'Miracle Babygate' and roles of CWM staff, the two Ministers and  Police!

The Ministry of Health is appealing to the mother of baby Nabiahah Romessah Hussein to come forward and take the new born home.


Assistance Health Minister Veena Bhatnagar visited baby Nabiahah at the CWM’s High Dependent Unit at the Children’s ward.

Baby Nabiahah was abandoned outside St Christopher’s Home in Naulu on Thursday night and is believed to be less than a week old.

‘Of course i would like to request the mother where ever you are you carried the baby for nine months in your womb and you must be feeling for the baby for whatever reasons or for whatever cultural constraints or for whatever fear you’ve have left ore abandoned you baby ,i request you to come and take your baby home with you and i even request the family to accept the baby in the family because most times i believe these young girls who are pregnant they hide it from their parents actually ."

A woman who was walking nearby heard the baby’s cry and found her wrapped in a cloth.

She then alerted police.

The rape allegedly took place inside the Lekutu Mosque in Bua. The local Muslim community in Lekutu were so enraged that they tried to lynch the Maulana but rapid action by Police and native Fijian men saved him. The Maulana was transferred to Labasa for questioning and charges to be laid - the community says the alleged rape took place two weeks ago but neither the media have reported nor Fiji Police have released the details so they have turned to Fijileaks to seek answers from Police

WOMEN MINISTRY CONCERNED WITH CHILD ABANDONMENT CASES

The Ministry of Women, Children and Poverty Alleviation is urging pregnant women, especially young mothers, to seek counselling services and State assistance.


This follows the case of the two day-old baby who was abandoned at St Christopher’s Home in Nakasi last week. While visiting the baby at CWM Hospital in Suva this week, the Minister for Women, Children and Poverty Alleviation, Hon. Rosy Akbar said the Ministry will not condone any cases where a child’s safety and wellbeing is being compromised.

“I have seen the baby and she is under medical observation at the CWM hospital. As per the state law, this Ministry is the legal custodian of the child who is abandoned. A court order has to be obtained before the child is placed into Residential Care Homes”, the Minister said.

“The Ministry is just waiting for the baby to be discharged from the hospital. After which the child will be taken to the Residential Care Home and she will be kept there till the time we are able to locate her mother. The police investigations continue and I must reiterate that this is a very sad case, Ministry doesn’t condone such acts where babies are abandoned and left at the doorsteps.”

Minister Akbar said that there are avenues through which young expectant mothers who may go through difficulties can be assisted.

“For those who think they would not be able to look after the baby, this is not the solution. They can seek help from their nearest social welfare offices and we will try and help them but we will not condone mothers giving birth and leaving babies on doorsteps.

“The Ministry also offers counselling services and there are agencies like the Ministry of Health that can offer assistance in such cases. In this case, once the mother is located, the Ministry will provide her with counselling services and look at possible ways through which she and the child both can be assisted. However, we will not release the child till we feel that the mother or the family in this case is capable of looking after the child,” Minister Akbar said.

A senior Indonesian government official has praised the firing squad that executed Bali Nine pair Andrew Chan and Myuran Sukumaran.

ABC News reports that Indonesian attorney-general H.M. Prasetyo applauded Chan and Sukumaran's executioners for their work.  

'All shots were done perfectly. These executions were carried out smoothly and in order - much better than the first round of executions in January,' he said.

Mr Prasetyo declared it was necessary to fight drug crime in the country, as he dismissed Australia's withdrawal of its ambassador as a 'momentary reaction'.

He visited Nusakambangan on Wednesday, hours after Bali Nine pair were executed with other drug offenders.

'I would like to say that an execution is not a pleasant thing. It is not a fun job,' he said.

'But we must do it in order to save the nation from the danger of drugs. We are not making enemies of counties from where those executed came. What we are fighting against is drug-related crimes.

'Therefore, I would like to offer my condolences, on the execution of those who were on the death row, to their families, to their home countries.

'Once again, we are not against the countries, but we are fighting a war against the horrible drug crimes that threaten our nation's survival.'

Mr Prasetyo shrugged off diplomatic backlash from Australia after Prime Minister Tony Abbott slammed the executions as 'cruel and unnecessary' and announced he would withdraw Australia's ambassador to Indonesia Paul Grigson.

'The Netherlands have done the same thing in the past. Brazil has done the same thing,' he said.

'I think this is just a momentary reaction, and this will be settled within the diplomatic sphere.

Indonesia's Vice President Jusuf Kalla said withdrawing an ambassador was a normal diplomatic protest.

'Within a month or two, they will come back. That's the signal of protest, we did that too,' he said, referring to the time Indonesia withdrew its ambassador to Australia in 2013 over a phone tapping scandal.

Prasetyo said the executions would serve as a warning to others.

'This is a warning for others, don't even try to commit these drug crimes, to think a thousand times, that Indonesia will be strict, will be harsh on drug crimes,' he told reporters in Cilacap.

'The result of the second execution was better, more orderly and more perfect than the last,' he said, referring to executions carried out in January and noting the bodies were treated more 'humanely' this time.

Indonesia's President Joko Widodo raised his nation's sovereignty when asked about Australia withdrawing its ambassador.

'Our sovereignty must be respected,' he told reporters.

'We're ready to respect the sovereignty of other countries as well.'

Mr Abbott announced Australia's unprecedented diplomatic response on Wednesday morning, just hours after the Bali Nine duo were put to death despite pleas for their deaths to be reconsidered.

'Australia respects the Indonesian system, we respect Indonesia's sovereignty but we do deplore what's been done and this cannot simply be business as usual,' Mr Abbott said.

'For that reason once all the courtesies have been extended to the Chan and Sukumaran families our ambassador will be withdrawn for consultations.'

Foreign Minister Julie Bishop said Australian consular officials in Indonesia will arrange for the men's bodies to be repatriated to Australia, ensuring that they are treated with 'appropriate dignity and respect'.

'And I expect to be able to discuss further aspects of our relationship with Indonesia when our ambassador Paul Grigson returns to Australia at the end of this week,' Ms Bishop said.

The consul general Majel Hind will formally identify the bodies.  

Ms Bishop hasn't ruled out cutting Australian aid to Indonesia in protest over the executions of Chan and Sukumaran.

Tikoca charged by FICAC for failing to declare liabilities before contesting September election

Opposition Whip Ratu Isoa Tikoca has been charged by Fiji Independent Commission Against Corruption with one count of failing to declare liabilities under the Political Parties Registration Decree.

Tikoca appeared in the Suva Magistrates in the last hour.

He has been released on bail to reappear in court on May 27 for the second phase of disclosure.

SODELPA parliamentarians, Viliame Gavoka and Josefa Dulakivereta paid $1000 each for bail.

Opposition Leader Ro Teimumu Kepa today was relieved with the outcome of Ratu Isoa Tikoca’s court appearance today.

Ro Teimumu said that Hon Tikoca co-operated fully with FICAC investigators in the West over a 4 day period before being brought to Suva for further questioning and his appearance in court at 2.15pm today.

Ro Teimumu said that given that the matter was before the courts, there would be no further statements from the Opposition on this matter as Ratu Isoa’s counsel was yet to be furnished with disclosures and that this was scheduled to occur on May 28th 2015.

A former Los Angeles police officer and self-styled preacher, has sparked outcry by suggesting that Nepalis should not rebuild their “pagan shrines” and instead convert to Christianity.

Tony Miano, an outspoken conservative who has previously been accused of homophobia, triggered angry responses when he posted a series of messages on social media, expressing sympathy for the people struck by devastation in Nepal, but suggesting God was angry.

Mr Miano, who is based in California, describes himself as an open air preacher. His website says he established the Cross Encounters Ministries to provide a platform for his preaching and evangelism.

Nepal, which has a population of around 28m people, is around 85 per cent Hindu. There is a significant population of Buddhists, followed by several other minority communities, including Muslim and Christian. Source: The Independent, London

TWO Fijian missionaries of the Christian Mission Fellowship Church have had to put up with having frogs, rats, spiders and banana suckers for meals in their bid to spread the gospel in Cambodia.

The missionaries — Pastor Semesa Matalau and Pastor Setareki Bulai — shared their stories of the challenges faced in a new environment and the enlightening factor of witnessing "God's miracles".

They spoke about their experience while attending the 25th anniversary celebrations at the World Harvest Centre in Kinoya yesterday.

The duo have now spent one year and three months in the district of Tropeng Prasat and Anlong Veng where they have preached the Gospel in 21 house churches or villages in the two districts.

Their presence in the two districts in Cambodia has seen the birth of 21 churches in the villages with more than 100 church members.

Mr Matalau, originally from Vagadra in Nadroga, said the overwhelming feeling of seeing Cambodians accepting Christianity was always an emotional one for the both of them.

"This is because Cambodia is a Buddhist country. There is so much to do in terms of helping the natives of that country know that there is one God," he said.

Mr Bulai echoed his sentiments saying daily prayers and fasting was always the best way to counter challenges thrown their way.

"We both came from the village before travelling to Tonga in 2008 and 2009 and then to Cambodia in February last year. Before we visit a village, we pray and fast about it and by the time when we are ready to visit a new village, people are willingly accepting us and the work that we do," Mr Bulai said.

Mr Matalau said the culture and traditions of their adopted country varied on so many different levels.

He said food was a vast difference and because of the remotest of their location, anything edible was consumed.

"We have tasted frogs, rats, soup made of mile-a-minute, lemon leaves also cooked as soup, it is challenging but we are happy to note that more people are slowly converting to Christianity," he said.

The pair, in just one year, had acquired a piece of land where they plan to set up a church and a temporary school.

"Most of the children in the district that we serve in do not go to school. In Cambodia, we are dealing with the poorest of the poor and we just watch God perform miracles in the lives of believers." Source: Fiji Times, 28 April 2015

Casino (Operator) Decree
This confers an exclusive licence on One Hundred Sands Limited to operate a casino, and gives it a 15 –year tax holiday. The scheme confers functions on a ‘Fijian [sic] Gaming Commission and Control Board’ which does not exist at present.

Comment: The drafting is very defective, almost to the point of incomprehensibility, and the policy might be open to question, but no human rights issue appears to arise on the substance of the Decree. There is however an ouster clause at section14 which should be repealed. - The Ghai Commission
